About this file

This is a Request for Quote (RFQ) issued by the Army for a Total Small Business set-aside procurement under NAICS code 541519. One contract award is intended under Lowest Priced Technically Acceptable (LPTA) selection procedures, with award to be made without discussions. Quoters must be registered in the System for Award Management (SAM) database under the specified NAICS code to be eligible for award.

Quotes must be submitted digitally by email to Jeanellia.s.payne.civ@army.mil and Edward.w.wojtan2.civ@army.mil by 26 June 2026 at 12:00 PM EDT. Written solicitation questions are accepted until 18 June 2026 at 12:00 PM EDT and should be directed to the same email addresses. All quotes must acknowledge any amendments posted to SAM.gov, with failure to do so rendering the quote ineligible for award. Evaluation will be based on two factors: Technical Capability (acceptable/unacceptable basis) and Price (lowest priced quote). Quoters must submit a capability statement addressing all items in the Statement of Work and provide a maximum of three recent and relevant past performance references performed within the past three years. An offeror with no relevant past performance history receives a Neutral rating, treated as Acceptable. The digital quote package must be clearly marked with the procurement title, solicitation number, and quoter's company name. All required provisions and forms referenced in the RFQ must be completed and returned with the quote.

1.2. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE for this acquisition is 541519. Therefore, it is critical that Quoters interested in this solicitation complete their SAM registration in sufficient time to meet solicitation representation and certification requirements.

1.4. AMENDMENTS: It is the responsibility of all interested parties wishing to provide a quote on this requirement to monitor SAM.gov for any/all amendments to this solicitation.
