?.## INSTRUCTIONS TO OFFERORS

FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES

1. INSTRUCTIONS FOR QUOTE SUBMISSION:

Quotes shall be assembled by the following volumes:

Volume 1 - Quote Form (Standard Form 1449) Signed and dated, include the North American Industry Classification System (NAICS) code and small business size standard in Block 10. Unique Entity Identifier (UEI) Number shall be entered in the block with the Offerors name and address. An authorized distributor letter signed by the manufacturer shall be submitted. Offerors shall complete FAR Clause 52.225-2 and 52.204-24. Vendor shall acknowledge all amendments to the solicitation. Please submit only what is requested.

Volume 2 – Pricing Pricing shall be submitted as requested in accordance with Attachment 36C24623Q0948- Par Ex Service. The excel sheet shall be completed (Description if different, unit price, manufacturer part number, item part number, and OEM name) and submitted with the offerors offer. Line Items may be added to the excel attachment. Total price will be evaluated by the Government; proposed prices should reflect a clear understanding of the requirements and commensurate with the information provided in Section B. All line items shall be addressed. Please only provide what is being requested.

Volume 3 – Technical Capabilities The evaluation process will consider whether the quote demonstrates a clear understanding of the technical features involved in meeting the requirements of the solicitation, according to the Statement of Work (SOW)/Performance Work Statement (PWS).

2. Amendments:

Amendments to this solicitation will be posted on www.SAM.gov. Paper copies of the amendments will NOT be individually mailed. By registering to receive notifications on www.SAM.gov, offerors will be notified by email of any new amendments that have been issued. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your quote being considered unacceptable.

3. TECHNICAL QUESTIONS

Offerors should submit all technical questions regarding this solicitation to the Contract Specialist in writing, via email, to Yanique.williamschin@va.gov by July 10th, 2023, at 1PM EST.

Address Subject Line: 36C24623Q0948- Par Ex Service Telephonic (verbal) questions Will Not be addressed.

All responses to questions, which may affect quotes, will be incorporated into a written amendment to the Request for Quote.

4. DUE DATES

All quotes shall be submitted by 11:00AM EST, July 12, 2023, to the Contracting Officer yanique.williamschin@va.gov.

5. AWARD BASIS

The Government will award a firm fixed priced, purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on price and non-price factors. A best value award will be made based upon a comparative evaluation in accordance with FAR 13.106-2(b)(3). The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum requirements. The Government is not required to select a response that exceeds the minimum requirements. Responses may exceed the requirements within the instructions to offerors. Each response must at minimum meet the solicitations instructions to offerors section 1 for quote submission. Please ensure all requested documents are submitted, offerors missing requested documents will be screened out from the evaluation process.
