About this file
This is an Inquiries and Answers document for RFP AABA 2027-0047, issued by the state's Department of Personnel Administration (DPA) for Total Compensation Actuarial Consulting Services. The solicitation seeks a vendor to conduct comprehensive actuarial and compensation analysis services, including benchmarking studies, market analysis, and compensation assessments for state employee classifications. The project encompasses evaluation of approximately 200 to 250 benchmark job classifications annually, reviewing 16,000 to 18,000 employees on average, with specific focus on 50 to 75 harder-to-place jobs. The vendor will provide data and supporting information for state-authored reports, conduct system maintenance studies (2 to 5 annually), and generate comparative market analysis reports with frequency determined by emerging state needs. In years 1, 2, 4, and 5, the vendor will evaluate a blend of core benchmarks and rotational benchmark jobs, while year 3 involves a comprehensive pay equity study. The contractor will support the state's response to legislative audit inquiries and assist in determining appropriate compensation for reviewed classifications.
The vendor must provide quadrennial calculations of total compensation value, medical plan values, and retirement plan values, along with findings, observations, and recommendations regarding compensation adjustments. Reports will focus on comparing state pay to market rates, with ad-hoc frequency varying based on state requirements and emerging topics. The vendor is responsible for supporting the state's compensation administration team rather than independently authoring reports, ensuring alignment with state policy and decision-making processes. The scope contemplates potential growth in employee population beyond the initial 16,000 to 18,000 estimate based on state workforce expansion.
