About this file
This document contains a justification and approval for a sole source procurement. The Naval Surface Warfare Center Panama City Division intends to award a firm fixed price contract to Innerspace Systems Corp. to acquire two EX28 Mod 0 Underwater Breathing Apparatus rebreathers, experimental assembly software, support equipment, and peripherals. The total value of the procurement is redacted. Delivery is required within 60 days of award. Funding will come from 2022 Research, Development, Test, and Evaluation funds. Innerspace Systems Corp. is the only responsible source capable of meeting the Navy's requirements. As the original manufacturer and designer, it is the sole owner of intellectual property for this specialized rebreather, which has already achieved system certification that restricts configurations to the original vendor.
