About this file

This is an Award Recommendation and Evaluation Synopsis document prepared by the Michigan Department of Corrections (MDOC) for RFS 250000002079 regarding Inmate Network and Application Services. The document outlines the evaluation and selection process for a competitive solicitation seeking a vendor to provide inmate network infrastructure and application services. The project encompasses the development, implementation, and maintenance of systems enabling incarcerated individuals to access educational, communication, and informational services across MDOC facilities. The evaluation committee assessed proposals based on technical capability, pricing, vendor experience, and system security requirements. The contract award was made following a formal competitive bidding process, with the selected vendor demonstrating superior qualifications in delivering secure, scalable technology solutions for correctional facility operations.

The award recommendation details the vendor selection rationale, including scoring assessments across multiple evaluation criteria and comparative analysis of competing proposals. The document specifies the contract term and any associated renewal options, along with pricing terms negotiated during the award process. Key considerations in the evaluation included the vendor's ability to implement systems compliant with correctional security standards, manage ongoing technical support and system updates, and accommodate the diverse needs of the MDOC inmate population across multiple facilities. The recommendation reflects the state's investment in modernizing inmate services technology while maintaining security protocols and operational efficiency standards required by correctional administration.
