Subject: Request for Quotations number PR10274384

1.1 The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogota invites you to submit a quotation for: development of a communication strategy to strengthen the process of incorporation of the National Police.

Quotations must be submitted via email no later than January 26,2022, at 16:00 hours (Bogota, Colombia) time. Refer to Request of Quote RFQ; Section 3 (Solicitation Provisions), Subsection III (Addendum to FAR 52.212-1), Item 2.0 for complete submission instructions.

To be considered for award, your quotation must include all information requested in SF- 1449 Continuation Pages, Section 3 (Solicitation Provisions), Subsection III (Addendum to FAR 52.212-1), Item 3.0 and otherwise meet all other solicitation requirements.

Questions pertaining to this solicitation, if any, must be received by the Government no later than January 13,2022, at 16:00 Hours (Bogota, Colombia). Refer to Request of Quote RFQ;

Section 3 (Solicitation Provisions), Subsection III (Addendum to FAR 52.212-1), Item 1.0 for complete instructions on submitting questions.

The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions if it is in the best interest of the Government to do so.

This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued.

1 SECTION 1 – THE SCHEDULE

1.0. DESCRIPTION:

1.1 The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogota invites you to submit a quotation for development of a communication strategy to strengthen the process of incorporation of the National Police.

1.2 The NAICS code applicable to this acquisition is 541613. The applicable size standard is 250 Employees.

1.3 Contracting Office: INL Bogota, Colombia

2.0. TYPE OF CONTRACT

This is a firm-fixed- price (FFP) purchase order payable entirely in Colombian pesos (COP) for Colombian firms and US dollars (USD) for US firms. The price includes all direct and indirect costs, overhead, general, and administrative expense, profit, shipping/delivery charges, insurance, assembly, etc. The price will not be subject to adjustment after award. No additional sums will be payable for any escalation in the cost of materials, equipment, or labor, or because of the Contractor's failure to properly estimate or accurately predict the cost or difficulty of completing the contract. The Government will not adjust the contract price due to fluctuations in the cost of contract performance or due to fluctuations in exchange rates.

3.0. PRICES

Refer to Price schedule (Attachment A) for a list of required products / services. Fundamental aspects are requested in the excel version and must be provided by the vendor.

4.0. TECHNICAL SPECIFICATIONS

4.1. The contractor shall carry out an analysis of the use and effectiveness of the social media currently used by the Colombian National Police, particularly those that have messages aimed at promoting the institution for incorporation purposes.

4.2. The contractor shall propose the approach and concept of the communication strategy according to the particularities of the target audience, the stakeholders, the scope described in section 3, and the expected impact. The proposals must be worked on, validated, and approved alongside / by the delegates of the National Police.

4.3. Once the approach and concept of the communication strategy has been validated and approved, the contractor must proceed with its planning, in coordination with the delegates of the National Police, which must include at least:

- Design, creation, and content editing (videos, photographs, graphic pieces, among others).

- Selection and deployment on digital channels with strategic advertising (on Facebook, Instagram, Twitter, YouTube, Spotify): advertising / promotional videos, graphic pieces, and images, filminutes, life chronicles, interviews, WEB news, Facebook Live, reports, satisfaction surveys, commercials, stories, mosaics, podcasts.

- Influencer marketing: selection of national influencers aligned with the digital strategy and content of the campaign whose work in social media allows the strengthening of the perception of the National

Police. Personalities should be chosen whose trajectory and affinity with the National Police manage to generate a link, but with a reasonable level of recognition consistent with the strategy. The selection criteria must be coordinated with the delegates of the National Police, but it must at least consider that the number of followers in their social media is greater than 10,000.

- Internal impulse (spokesperson): information kit for the police officer as a spokesperson such as voice-to-voice marketing for the incorporation process.

- Advertising in traditional media (television, radio, press): official deployment of calls through television channels such as RCN or CARACOL in higher rated spaces, radio spots focused on young people through radio stations with broad national coverage such as La Mega, La FM, Olímpica, Tropicana, Oxígeno, Radioactiva or MIX. Also making informative articles about upcoming calls in the press such as Publímetro, ADN, El Espectador, La República, El Tiempo or Semana. The media selection criteria must be coordinated with the National Police delegates.

- Merchandising, proposal, and design of P.O.P material: innovative advertising material that includes QR code, the brand of the campaign and / or the Incorporation Directorate’s and / or police badge or police car: at least pens, key rings, USB, mugs, advertising almanacs and water bottles.

- Loyalty events through participation activities that strengthen the link between the National Police and the target audience (branding).

4.4. The strategy should consider creative, innovative elements, use of unconventional means that guarantee its effectiveness (e.g.: Below the Line BTL strategies).

4.5. All designs must be validated and approved by the National Police delegates.

4.6. The massive production/purchase/printing of advertising or P.O.P material, must be carried out with prior approval of the designs by the delegates of the National Police and with the consent of the delegates of the National Police.

4.7. The contractor shall deliver at least the following amounts of advertising or P.O.P material to be used in campaign activities and loyalty events:

- 2.000 pens with institutional image

- 1.000 water bottles with institutional image

- 1.000 key rings with institutional image

- 1.000 USB de 16GB with institutional image

- 500 mugs with institutional image

- 1.500 advertising almanacs

Characteristics and design of this material must be validated and approved by the delegates of the National Police and must include the colors and institutional image.

4.8. The contractor must organize, advertise, and carry out two (2) types of loyalty events or participation activities: micro-concerts and cycling tours (MTB) as follows:

- Three (3) Micro-concerts: in Villavicencio, Ibagué and Popayán (one in each city). The contractor shall consider simultaneous transmission on streaming in scenarios that provide an experience that motivates people to belong to the National Police.

- Three (3) cycling routes (MTB): in Tunja, Manizales and Cundinamarca (one in each city). Taking advantage of their love for sports to make an approach with people potentially interested in belonging to the National Police.

The specific place, characteristics and capacity of each loyalty event or participation activities must be coordinated, validated and approved by the National Police delegates.

The schedule of loyalty events or participation activities must be coordinated with the delegates of the National Police.

4.9. The contractor shall be responsible for the assembly, transmission, logistics and transportation, food and accommodation / per diem expenses of their staff before, during and after the loyalty events and participation activities carried out, in coordination with the delegates of the National Police and prior to their validation and approval.

4.10. The contractor shall strengthen the WEB microsite for the incorporation of the National Police and use strategies to promote and position it.

4.11. The animations, graphic and audiovisual pieces, and voice-overs shall be of high quality at the level of the National Police, so the contractor shall have the support of a recording studio, technological equipment and a group of expert professionals to carry out this work.

4.12. The contractor shall carry out analysis, metrics, and reports with real data on the development of the campaign by city and region. The contractor shall guarantee constant measurement of information in real time on reactions, interests, impact, characterization of the target audience and other indicators defined along with the delegates of the National Police. This feedback should allow to verify the behavior by regions as a consequence of the campaign and create strategies to promote and motivate the target audience to join.

4.13. To estimate the offer, the contractor shall consider that:

- The cost for the work of influencers in the campaign should not exceed 5% of the total cost of the project.

- The cost of advertising in traditional media should not exceed 37% of the total cost of the project.

- The cost of merchandising in fairs and loyalty events and / or participation activities should not exceed 22% of the total cost of the project.

4.14. The communication strategy shall consider the respective expectation, deployment, and sustainability campaigns, for which the contractor shall implement a dissemination and sustainability plan of the strategy, promoting interaction and participation with the target audience, maintaining the expected levels of the campaign.

4.15. The communication strategy will be implemented in the campaign for the incorporation process scheduled for 2022 that will begin in January and end in December of the same year according to the calendar of the National Police.

4.16. The contractor shall guarantee that has the support of all the equipment and means to carry out this project.

5.0. PLACE OF PERFORMANCE

The project will be performed mainly in Bogotá-Colombia and in the host cities of campaign activities and loyalty events. The work sessions will be held at the Incorporation Directorate DINCO of the National Police, transversal 33 # 47A - 35 sur or virtual according to what the delegated personnel of the National Police decide. In the case in which the contractor is outside Bogotá and must attend in-person work sessions, or for activities that take place outside Bogotá, they will be responsible for their accommodation, logistics and transportation expenses

6.0. VALUE ADDED TAX.

Value Added Tax (VAT) or Impuesto a las Ventas (IVA)

The Contractor will not be reimbursed VAT or IVA under this contract by the USG, as described in the tax relief procedures as follows:

TAX RELIEF PROCEDURES

(a) General. This clause supplements FAR 52.229-6, Taxes – Foreign Fixed-Price Contracts (Reference 29.402- 1(a)). The prices set forth in this contract are exclusive of all taxes and duties from which the U.S. Government is exempt by virtue of agreement between the U.S. Government and the Government of Colombia.

(b)(1) Procedures. The Contractor shall follow the procedures in paragraph (c) of this clause regarding tax relief as provided in the agreement between the U. S. Government and Colombia. The diplomatic tax privilege belongs to the U.S. Government and applies to taxes and duties payable to Colombia that are directly attributable to contract costs identified in paragraph (c) as subject to exemption, e.g., taxes or duties levied by Colombia on labor and materials that are applied to or utilized in performance of this contract.

(2) The procedures in paragraph (c) are based on the current local tax relief agreement between the US Government and Colombia and are subject to change.

(c) The following procedures are included in, or are derived from, the agreement negotiated with Colombia and are hereby incorporated into this clause:

“Any quotation, invoice or bill to be submitted to the USG/INL Colombia for payment of cost incurred under this contract should reflect zero value concerning VAT or IVA (Impuesto a las Ventas). Upon contract award, the Office of INL Bogota will issue an exemption letter (Exencion de Impuesto) to the awardee to be presented to the Government of Colombia for any claim that may arise during the performance of this contract. The awardee, not the USG will coordinate directly with the Government of Colombia on any VAT or IVA matter under this contract”.

(d) Remedies. The Government may impose the following remedies in the event the Contractor fails to follow the procedures outlined in paragraph (c) of this clause. These actions are in addition to any other remedies available to the Government:

(1) The Contracting Officer may suspend contract payments in accordance with the procedures at FAR 32.503- 6(a)(1).

(2) The Contracting Officer may terminate the contract for default in accordance with the procedures at FAR Subpart 49.4.

(3) The Contracting Officer may refer the case to the agency suspension and debarment official, in accordance with agency procedures, pursuant to FAR Subpart 9.4.

(e) Audit. The Contracting Officer shall have the right to examine and audit all records and other evidence regarding the Contractor’s compliance with the requirements of this clause.

7.0. REQUIRED PRODUCTS / SERVICES

Design, creation, deployment, monitoring and measurement of a creative, assertive, and emotional communication and marketing strategy to sensitize and motivate the population to join the Colombian National Police. The strategy should be oriented to:

- Generate greater empathy towards the National Police.

- Show the advantages of belonging to the National Police.

- Strengthen the institutional image of the National Police.

- Present the opportunities to join the National Police.

- Have coverage in the 1,103 municipalities of the country.

Consider the technical specifications and requirements provided.

8.0. DELIVERY AND MARKING INSTRUCTIONS

The contractor shall transfer knowledge to the delegates of the National Police. The transfer must include the delivery of all the documentation generated from the development of this project, designs and specifications for future strategies, both in physical and digital media on magnetic. The contractor shall deliver the databases and statistical analysis conducted, with their respective explanation for interpretation and future application.

Also, the document of transfer of copyright in accordance with the policies of the National Police. A schedule must be established between the contractor and INL.

9.0. INVOICING INSTRUCTIONS

For the offer, the contractor shall consider the percentage of payments per deliverable as follows:

The Contractor must submit invoice(s) for payment once product(s) and/ or service(s) are received by Government. No advance payments are allowed.

Vendors may request a payment status update directly from the Financial Management Center by emailing BogotaPS@state.gov beginning 30 days after submitting an invoice for payment.

A proper invoice must include the following information:

1. Contractor's name and bank account information for payments by wire transfers;

2. Contractor's name, telephone, and mailing address;

3. Invoice date and number;

4. Procurement Request Number (PR);

5. Description, quantity, unit of measure, unit price, and extended price of property delivered or services performed;

6. Name, title, phone number, and address of person to contact in case of defective invoice.

7. Identification as “Original Invoice.” Any copy of an Original Invoice should be marked “Copy of

Original Invoice” with a sequential number (1st, 2nd, 3rd, etc.).

to reject the invoice as improper and return it to the Contractor within seven (7) calendars days.

The Contractor must then resubmit a proper invoice.

10.0. INSPECTION AND ACCEPTANCE OF SUPPLIES

Unless otherwise specified at the delivery order level, inspection, and acceptance of supplies or services to be delivered under this contract shall be made at destination by the Contracting Officer (or an authorized representative appointed in accordance with DOSAR 652.242-70).

11.0. LAWS AND REGULATIONS

Compliance Required. The Contractor shall, without additional expense to the Government, be responsible for complying with all laws, codes, ordinances, and regulations applicable to the performance of the work, including those of the host country, and with the lawful orders of any governmental authority having jurisdiction. Unless otherwise directed by the Contracting Officer, the Contractor shall comply with the more stringent of the requirements of such laws, regulations and orders and of the contract. In the event of a mailto:BogotaFactura@state.gov mailto:BogotaPS@state.gov conflict between the contract and such laws, regulations and orders, the Contractor shall promptly advise the Contracting Officer of the conflict and of the Contractor's proposed course of action for resolution by the Contracting Officer.

12.0. INL SOURCE-NATIONALITY RESTRICTIONS

(a) Except as may be specifically approved by the contracting officer, the contractor must procure all commodities (e.g., equipment, materials, vehicles, supplies) and services (including commodity transportation services) in accordance with the requirements at 22 CFR part 228 “Rules on Procurement of Commodities and Services Financed by USAID.” Guidance on eligibility of specific goods or services, and applicable INL waivers, may be obtained from the contracting officer.

(b) Restricted goods. The contractor must obtain prior written approval of the contracting officer or comply with required procedures under an applicable waiver as provided by the contracting officer when procuring any of the following goods or services:

(1) Agricultural commodities;

(2) Motor vehicles;

(3) Pharmaceuticals and contraceptive items;

(4) Pesticides;

(5) Fertilizer;

(6) Used equipment; or

(7) U.S. Government-owned excess property.

If the contracting officer determines that the contractor has procured any of these specific restricted goods under this contract without the prior written authorization of the contracting officer or fails to comply with required procedures under an applicable waiver as provided by the contracting officer, and has received payment for such purposes, the contracting officer may require the contractor to refund the entire amount of the purchase.

13.0. NONPAYMENT FOR UNAUTHORIZED WORK

No payments will be made for any unauthorized supplies or services, or for any unauthorized changes to the work specified herein. This includes any services performed by the Contractor of his own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is authorized to change the specifications, terms, and/or conditions of this contract.

14.0. SAFEGUARDING INFORMATION

The contractor undertakes to keep the confidentiality of all the information or material delivered by the United States Embassy and the Colombian National Police, not to disseminate, deliver, reproduce, or carry out any commercial activity with or without profit with the material, strategy and / or creation developed as a result of the fulfillment of the contract in coherence with section 6.

The contractor agrees not to publish the information obtained during the development of this contract. The product resulting from the scope of this project will be used only by the National Police as the end user and owner and may not be used for other purposes.

The Contractor, or anyone acting on its behalf, shall not refer to the supplies, services, or equipment furnished under this contract in any news release or commercial advertising without first obtaining explicit written consent to do so from the Contracting Officer (CO).

15.0. CONTRACTOR COMMITMENTS, WARRANTIES, AND REPRESENTATIONS

Any written commitment by the Contractor within the scope of this contract shall be binding upon the Contractor. For this clause, a written commitment by the Contractor is limited to the quotation submitted by the Contractor, and to specific written modifications to the quotation. Written commitments by the Contractor are further defined as including (1) any warranty or representation made by the Contractor in a quotation as to hardware or software performance; total systems performance; and other physical, design, or functional characteristics of equipment, software package or system, or installation date; (2) any warranty or representation made by the Contractor concerning the characteristics or items described in (1) above, made in any publications, drawings, or specifications accompanying or referred to in a quotation; and (3) any modification of or affirmation or representation as to the above which is made by the Contractor in or during the course of negotiations, whether or not incorporated into a formal revision to the quotation.

16.0. WARRANTY NOTIFICATION

Every warranty request and determination shall be agreed and resolved between INL and the contractor.

Contractor shall consult with INL to establish the level of warranty response.

18.0. ORGANIZATIONAL CONFLICT OF INTEREST - GENERAL

(a) The Contractor warrants that, to the best of its knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, or that the Contractor has disclosed all such relevant information.

(b) The Contractor agrees that if an actual or potential organizational conflict of interest is discovered after award, the Contractor will make a full disclosure in writing to the Contracting Officer. This disclosure shall include a description of actions which the Contractor has taken or proposes to take to avoid or mitigate the actual or potential conflict.

(c) If the Contractor was aware of a potential organizational conflict of interest prior to award or discovered an actual or potential conflict after award and did not disclose or misrepresented relevant information to the Contracting Officer, the Government may terminate the contract for default.

(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts.

19.0. EXPORT RESTRICTIONS

(a) The Contractor shall comply with all U.S. export control laws and regulations, including but not limited to the International Traffic in Arms Regulations (ITAR), 22 CFR Parts 120 through 130, and the Export Administration Regulations (EAR), 15 CFR Parts 730 through 799, in the performance of this contract.

(b) In the absence of available license exemptions/exceptions, the Contractor shall be responsible for obtaining the appropriate licenses or other approvals, if required, for exports of hardware, technical data, and software, or for the provision of technical assistance.

(c) The Contractor shall be responsible for obtaining export licenses, if required, before utilizing foreign persons in the performance of this order, including instances where the work is to be performed in the US where the foreign person will have access to export-controlled technical data or software.

(d) The Contractor shall be responsible for all regulatory recordkeeping requirements associated with the use of licenses and license exemptions/exceptions.

(e) The Contractor shall be responsible for ensuring that the provisions of this clause apply to its subcontractors.

(f) Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable Federal laws, Executive orders, and regulations.

20.0. CONFIDENTIALITY CLAUSE

All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the Colombian National Police (CNP).

Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do not cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder.

The contractor undertakes to keep the confidentiality of all the information or material delivered by the United States Embassy and the Colombian National Police, not to disseminate, deliver, reproduce, or carry out any commercial activity with or without profit with the material, strategy and / or creation developed, as a result of the fulfillment of the contract in coherence with the assignment of copyright and intellectual property rights.

The contractor agrees not to publish the information obtained during the development of this contract. The product resulting from the scope of this project will be used only by the National Police as the end user and owner and may not be used for other purposes.

ASSIGNMENT OF COPYRIGHT AND INTELLECTUAL PROPERTY RIGHTS

The contractor undertakes to transfer all the economic rights of the product of this project free of charge to the National Police as beneficiary, owner, and end user, in accordance with the policies and procedures of the National Police. Any administrative procedure must be assumed by the contractor. The ownership and use of the communication strategy developed in this project will be for the National Police of Colombia. Likewise, copyright, and moral rights must be transferred to the Colombian National Police of Colombia.

21.0. PROJECT MANAGEMENT REQUIREMENTS

a. Once the contract is awarded, a kick-off meeting will be coordinated where the contractor shall present, to the delegates of the National Police and the United States Embassy, their work team, proposal of work plan (methodology, phases, milestones, and schedule), risk matrix and mitigation plan.

b. After the kick-off meeting, the contractor shall define, in coordination with the National Police delegate, the schedule of milestones and activities, specifying start and end dates. Once defined, it must be emailed to the delegate of the National Police and the United States Embassy. Any change in the schedule must be validated by the National Police.

c. The contractor shall guarantee that the activities are carried out in the locations determined by the National Police - Incorporation Directorate according to the stage or component of the project described in this document.

d. The contractor shall guarantee a collaborative and continuous work with the delegates of the National Police ensuring that the project is developed according to the scope of the project.

e. The contractor shall guarantee that the members of the work team have permanently the equipment and work material they require for the development of the activities. The Incorporation Directorate will manage the availability of access and connection to the internal network of the National Police, if necessary, after compliance with the protocols and information security policies.

f. The contractor shall guarantee the continuity of the personnel required for the development of this project. If there is any change in any of the team members, the contractor shall guarantee the continuity of the work without affecting the timeline.

g. The contractor shall continuously prepare and update the schedule of milestones and activities specifying start and end dates that show the progress of the project in time and percentage.

h. The contractor shall create the risk matrix associated with the project and update it according to its progress to ensure quality and compliance with the scope and timeline of the project.

i. The contractor shall prepare follow-up and monitoring meetings of the project every two weeks, along with the delegates of the National Police, the contractor and the United States Embassy, where they the contractor shall present the progress in the schedule of activities, risk matrix and problems found. The report resulting from these meetings should be emailed to the contact points of the National Police and the United States Embassy.

j. The contractor shall email a project progress report when required by the delegate of the United States Embassy.

k. The contractor shall inform the delegates of the United States Embassy of any eventuality related to this project from the beginning of the contract.

l. The contractor shall prepare the final acceptance minutes at the end of the project, signed by the delegate of the National Police and the United States Embassy. The minutes must include a verification list of compliance with all the requirements and all the deliverables of the project.

m. The contractor shall respond to the communications sent by the United States Embassy and the National Police related to this project (telephone calls, emails, letters, among others).

n. The contractor shall create a repository to store the documentation associated with the management of this project. It is desirable the contractor to have a project information management system (PMIS).

22.0. CONTRACTOR'S EXPERIENCE REQUIREMENTS

The contractor shall demonstrate experience in at least three (3) contracts of similar or superior characteristics than this project, for which they must fill out the offeror’s experience form Attachment B. and attach a certification of the client of each contract. Experience with contracts in execution or terminated by default are not accepted.

23.0. PERSONNEL REQUIREMENTS

The contractor shall include in their work team qualified personnel with general and specific expertise and experience that guarantees the quality achievement of the scope of this project and of each of the specifications described in this document during the period of performance. It should be considered at least:

- Video unit: Editors, videographers and photographers.

- Design unit: Graphic designers, illustrators, 2D and 3D digital animators.

- Communication unit: Creative Director, Editorial Director, Marketing and Advertising Professionals.

- Digital marketing unit: Community manager, guideline director, content director, post-guideline maintenance assistant in reading metrics and digital analysis.

Academic certifications or diplomas must be issued by an educational institution legally recognized by the Colombian Ministry of Education or its equivalent in the United States (if the contractor is from the United States) and must be presented as annexes to the proposal.

The certifications of experience of the personnel must be related to this project and presented as annexes to the proposal, detailing at least:

Business name of the contracting company.

Address and telephone number of the contracting company.

Name and ID of the certified professional.

Description of the position, role and activity performed.

Date of the contract.

In the cases in which the change or replacement of one of the members of the work team is required, it must be previously notified and authorized by the contract supervisor, for which a copy of the CV of the candidate must be sent with their academic certifications to validate if the profile is acceptable.

The work team for this project must have reading and writing skills in Spanish equivalent to the Foreign Service Institute (FSI) proficiency level of 3 or higher.

The work team must be registered in a Social Security System, which includes E.P.S (Health Entity) and an A.R.P. (Professional Risk Management Company), and the contractor must be up to date with the respective payments. The contractor will also assume responsibility for any damages that may arise from each one of the actions and activities of the contractor. The contractor shall submit copies of those payments during the project if required.

The contractor shall assume all the logistical resources required to carry out the execution of the activities and requirements described in this document, free of additional charge apart from those included in their offer.

24.0. COMPLIANCE WITH COVID-19 RESTRICTIONS

All persons involved in the training and delivery of these items/services in Colombia must adhere to all COVID- 19 safety protocols in effect from the Government of Colombia at the time of delivery and / or training.

All security measures are the responsibility of the contractor. The COVID-19 pandemic continues to affect countries differently. Challenges to any travel at this time may include mandatory COVID-19 testing requirements, quarantines, travel restrictions, and closed borders. Colombia is gradually lifting stay at home orders in some areas and resuming some transportation and business operations. It is the responsibility of the contractor to verify restrictions within Colombia
