About this file

This document is a request for a one-time exemption from competition for the procurement of Cellular Service from Inland Cellular by the Idaho Military Division. The agency is requesting a 3-year exemption to procure $35,000 worth of cellular services from Inland Cellular for the Idaho Youth Challenge Academy located in Pierce, Idaho. The agency justifies the exemption by citing unreliable Verizon service in the area and the limited coverage of T-Mobile and AT&T, while Inland Cellular has roaming agreements that provide more reliable service. The request is currently pending approval by the Idaho Division of Purchasing (DOP) Administrator.

The agency indicates that it has previously spent approximately $9,500 per year for Inland Cellular's services, and is requesting $35,000 to cover any additional costs or increases in service costs over the 3-year exemption period. If approved, the exemption would allow the agency to procure the cellular services with limited or no competitive process, at the discretion of the DOP Administrator. Suppliers are invited to provide information that may support or contradict the agency's claim that competition would be impractical, unreasonable, or disadvantageous under the circumstances.

Request for the Purchase of: Cellular Service from Inland Cellular
Cost attach quote: $35,000
Background and Justification attach additional sheets as needed: I am requesting a 3 year exemption for $35,000 for services from Inland Cellular up at the Idaho Youth Challenge Academy in Pierce, Idaho. While Verizon says that service is available in that area, I have many statements from the Idaho Youth Challenge employees that Verizon is very unpredictable and unreliable. Inland Cellular has roaming agreements with Verizon, T-mobile, and AT&T, but they determine the level that their customers can access the towers. That can mean that service is less reliable because activity in the Pierce area is not high. T-mobile and AT&T show on their websites that their service does not cover Pierce, Idaho, or that service in that area is provided by a partner. The last year, the services provided by Inland Cellular have cost the State about $9,500.00. I am requesting $35,000 to cover any additional costs or increase in service costs.
