About this file
This is a State of Michigan Invitation to Negotiate issued by the Michigan Department of Corrections (MDOC) for the procurement of officer boots. The MDOC seeks to establish a direct manufacturer authorized distributorship with Rocky Boots through the intended source, Lehigh Outfitters LLC, to supply footwear for officer recruits. The boots must meet specific requirements including leather uppers, lightweight non-insulated three-season construction, protective non-metal black polish toe, and non-marking rubber lug soles for traction. The boots must be available in a wide range of sizes. The procurement will result in a three-year contract with two optional one-year renewal periods. Potential bidders who believe equivalent products or services are available must submit written responses by December 14, 2018, at 3:00 PM Eastern Time. Written questions regarding the solicitation must be submitted to Cathy Carr, Solicitation Manager, by December 11, 2018, at 3:00 PM Eastern Time, with answers posted on www.michigan.gov/SIGMAVSS.
This Invitation to Negotiate indicates that the State of Michigan believes no viable alternative to Rocky Boots manufactured by Lehigh Outfitters LLC exists for this application. No specific pricing, quantities, or funding information is detailed in this notice. The procurement is classified under commodity code 80008 for leather boots. The solicitation emphasizes transparency and invites potential competitors to demonstrate product equivalency if alternatives exist, providing an opportunity for other manufacturers or distributors to present their offerings before the contract award.
