About this file
This is a Request for Qualifications (RFQ2765) issued by the City of Winston-Salem/Forsyth County Utilities Department seeking Letters of Interest from experienced engineering firms to provide program management and staff augmentation services for its Utilities Field Office. The requested services encompass continuation and expansion of the Collection System Improvement Program, originally initiated in 2015 to address sanitary sewer overflow concerns, now broadened to include wastewater collection, water distribution, and stormwater systems in coordination with city street and NCDOT resurfacing projects. The scope requires a team of 25 to 30 full-time employees to deliver asset condition assessments, UFO support services, collection and distribution system improvements, capital improvement project development and oversight, and related engineering services. The deadline for submitting Letters of Interest in PDF format is October 5, 2026, at 12:00 p.m., with questions accepted through September 25, 2026. The City will score all responsive submissions and notify the three highest-scoring firms to present on topics provided by WSFCU, with presentations scheduled no less than two weeks following notification. The selected firm will enter into a five-year agreement with an option to renew for an additional five years.
The RFQ explicitly prohibits fee information submission, with final compensation to be determined during contract negotiations following firm selection based on demonstrated competence and qualifications. The selected firm must provide Professional Liability insurance of at least $1,000,000 per claim, maintain North Carolina registration for all performing engineers, and have adequate accounting systems to track project-specific costs. Priority consideration will be given to firms maintaining a North Carolina office with sufficient staffed capacity. The evaluation criteria assign 35 percent weight to Work Experience, 25 percent to Understanding of Project, 25 percent to Past Performance, and 15 percent to Proposed Plan of Action. Letters of Interest are limited to 20 pages and must include organizational charts, key personnel resumes, capacity information, and documentation of similar projects completed within the preceding five years. The City reserves broad discretionary rights to modify, cancel, or re-advertise the RFQ and may pursue negotiations with alternative firms if negotiations with initially selected firms fail.
