About this file
This document is a limited sources justification for information technology infrastructure support services. The Peace Corps requires DigitaliBiz, LLC to provide a continuation of IT infrastructure support services through March 2024. The services include engineering and operational support to assist with server, network, and security operations. DigitaliBiz, LLC is considered the only source that can provide adequate services without disruption, as it would take a new contractor time to obtain security clearances and access to fully transition the services. The estimated value of the base period is redacted, and the total estimated value including option periods is also redacted. A solicitation was released on August 4, 2023 among GSA MAS schedule holders for these infrastructure support services, and an award is expected in the first quarter of fiscal year 2023.

LIMITED SOURCES JUSTIFICATION (FAR 8.405-6)
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
This is limited sources justification prepared by the United States Peace Corps, Office of the Chief Financial Officer, Acquisition and Contracts Management (OCFO/ACM) on behalf of the Office of the Chief Information Officer (OCIO), Infrastructure Services (IS). The OCFO/ACM is located at the following address: Peace Corps, Office of the Chief Financial Officer, Acquisition and Contracts Management, 1275 First Street NE, Washington, D.C. 20526.
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program (Title 41 U.S.C. 152(3) and Title 40 U.S.C. 501, Services for Executive Agencies). This acquisition will be awarded as a new Federal Supply Schedule (FSS) task order. The placement of a labor hour task order is anticipated.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS (INCLUDING THE ESTIMATED VALUE).
The proposed contract action is for the procurement of information technology (IT) engineering and operational support services to assist with the server, network, and security operations, engineering, project management, documentation, and management support of the Peace Corps’ IT infrastructure including domestic and international servers, networks, telecommunications, workstations, and software.
The period of performance, including three one-month option periods, will be through March 31, 2024.
The estimated dollar value of the base period is $__________ . If all option periods are exercised the total estimated value is $_________.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR DEMONSTRATION OF
CONTRACTOR’S UNIQUE QUALIFICATIONS:
The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in 8.405-1 or 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405-6(c).
The proposed requirement is for Information Technology (IT) infrastructure support services. This requirement is a logical follow-on to BPA GS-35F-0073T/PC-18-9-003, which was competitively solicited and awarded in accordance with FAR 8.405-3 to. DigitaliBiz, Inc in 2018 under the General Services Administration (GSA) MAS 70, General Purpose Commercial Information Technology Equipment, Software, and Services. Due to the logical follow-on nature of this requirement, Peace Corps requires DigitaliBiz, LLC to provide a continuation of IT infrastructure support services, DigitaliBiz LLC is the only source available that can provide adequate infrastructure support services without an interruption of services until a new contractor onboards and obtains the appropriate security clearances, to https://www.peacecorps.gov/ https://www.acquisition.gov/far/8.405-1 https://www.acquisition.gov/far/8.405-2 https://www.acquisition.gov/far/8.405-6 gain access to the Peace Corps’ facilities, information systems, network, and equipment necessary to successfully transition services. Failure to award a task order would result in disruption of critical IT infrastructure support services provided to Peace Corps.
5. DETERMINATION OF THE BEST VALUE:
The proposed order using this limited source justification will be procured through the General Services Administration (GSA) MAS Special Item Number (SIN) 54151S, Information Technology Professional Services. Pursuant to FAR Subpart 8.404(d) GSA has already determined rates for services offered at hourly rates to be fair and reasonable. In addition, the ordering activity has made the determination of fair and reasonable pricing.
6. DESCRIPTION OF THE MARKET:
The requiring activity conducted market research among GSA schedule holders. Although market research indicates other Contractors on the GSA MAS can perform infrastructure support services, no other contractor is able to provide the continuity of services DigitaliBiz LLC can provide within the current time constraints. There is insufficient time to for a new contractor to obtain the appropriate security clearances, and gain access to the Peace Corps’ facilities, information systems, network, and equipment and begin providing services prior to the expiration of the current BPA call order, which expires on September 30, 2023.
7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.
None.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION:
The Agency is in the process of competing this requirement amongst GSA MAS schedule holders. A solicitation for infrastructure support services was released on 4-Aug-2023 and an award is expected the first quarter of Fiscal Year 2023.
