About this file

This file is a Question and Answer document from the Maryland Department of Transportation (MDOT) regarding specifications for a snow blower equipment procurement. The document addresses multiple technical specification inquiries submitted by a bidder regarding attachment specifications listed in document C57.0651.21. The inquiries center on alternative component designs and specifications for a snow blower unit, including auger configuration, auger speed, drive systems, chain tensioners, impeller blade configuration, fan housing dimensions, engine displacement, and hydraulic system capacity. MDOT's responses indicate that the agency is seeking equipment with specific technical requirements based on field-tested performance standards for snow removal operations, particularly for managing hard-packed snow conditions.

MDOT rejected most proposed alternatives that would deviate from the specified three-auger system with chain drive, hydraulic relief protection, and hydraulic-driven components, emphasizing that these features are critical for the intended application. The agency approved only two exceptions: accepting five replaceable impeller blades instead of six and accepting a fan housing throat size of 12.75 inches instead of 14 inches. The document demonstrates MDOT's commitment to maintaining equipment specifications that have proven effective in field conditions, with particular emphasis on hydraulic drive systems over mechanical alternatives and larger displacement engines to meet torque and horsepower requirements for reliable snow removal performance.

Document NameSection # Bidder Question MDOT RESPONSE

Attachment A -

Specifications

C57.0651.21

None provided Kodiak's standard snow blower uses two helical serrated ribbons instead of three augers and a Poly-Kevlar belt drive system in lieu of a chain drive.

Q. Will you allow Kodiak's standard two-stage blower design as an acceptable alternative?

Augers and the chain driven belt drive are key components for this purchase. Stated alternate components will not meet the specific usage for

MDOT.

Attachment A -

Specifications

C57.0651.21

4.1 Shall have three (3)

14-inch diameter – full flight, Serrated:

Would you accept two (2) 20-inch diameter auger as equivalent?

MDOT field experience with the three auger system has proven more effective in removal of hard packed snow. A standard two-stage blower without 3 augers will not meet the specific usage for

MDOT.

Attachment A -

Specifications

C57.0651.21

4.3 Auger speed: 450 RPM Since the augers diameter is greater, would you accept auger speed: 200 RPM as equivalent

MDOT field experience with the three auger system has proven more effective in removal of hard packed snow. A two-stage blower with 200 RPM auger speed will not meet the specific usage for

MDOT.

Attachment A -

Specifications

C57.0651.21

5.1 Hydraulic relief

protection (5500 psi)

Would you accept shear pins protection as equivalent since our design is mechanical drive?

Hydraulic Drive is a key component for MDOT usage. Shear pins require additional maintenance and involve downtime of the unit for replacement.

A mechanical drive will not meet the specific usage for MDOT.

Attachment A -

Specifications

C57.0651.21

5.4 Self-adjusting

chain tensioner

Would you accept sliding type chain tensioner as equivalent Sliding type chain tensioner requires additional maintenance of the unit compared with self adjusting tensoner. MDOT will not view sliding type chain tensioner as equivalent

Attachment A -

Specifications

C57.0651.21

6.1 Second stage shall be

38-inch diameter, with six

(6) replaceable blades made of T-1 steel.

Would you accept five (5) replaceable blades impeller as equivalent?

Yes this would be acceptable to MDOT.

Attachment A -

Specifications

C57.0651.21

6.2 The impeller shall be

protected by a hydraulic relief.

Would you accept shear pins protection as equivalent since our design is mechanical drive?

Hydraulic Drive is a key factor for the unit. Shear pins require additional maintenance and involve downtime of the unit for replacement. A mechanical drive will not meet the specific usage for MDOT.
