DEPARTMENT OF TRANSPORTATION

FEDERAL HIGHWAY ADMINISTRATION

SOLE SOURCE JUSTIFICATION

FAR 16.505(b)(2)(i)(B)

1. Identification of the agency and the contracting activity.

Federal Highway Administration (FHW A) Headquarters, Office of Acquisition and Grants Management, 1200 New Jersey Avenue, S.E., Washington, DC 20590.

2. Nature and/or description of the action being approved.

This is a Sole Source Justification and approval to use other than full and open competition to award an order to DL T Solutions, LLC. for the acquisition of Informatica Software licenses, subscription services, and professional services for the enhancement of FHWA's existing data integration platform (the Integrated Transportation Information Platform (ITIP)) to address various Agency business requirements, and support ongoing Microsoft Azure Cloud implementation efforts.

3. Description of the supplies or services required to meet the agency's needs (including the estimated value).

The estimated amount of this procurement is $1,297,918.71, to include one base period of twelve (12) months and three option years.

The supplies and services required under this procurement are as follows:

• Informatica Software Licenses and Subscription Services:

o PowerCenter AE per CPU-core (S) Production Annual Subscription o PowerCenter AE per CPU-core (S) Development Lab Annual Subscription o PowerCenter Real Time Package per CPU-core Multi-core Production

License o PowerCenter Real Time Package per CPU-core Multi-core Multi-OS

Production Enterprise Maintenance o Informatica PowerExchange for Cloud Applications (Annual Subscription) o Axon Data Governance 20 Users (per Named User) Production License o Axon Data Governance 20 Users (per Named User) Production Enterprise

Maintenance o Enterprise Data Catalog (1 - 15) o Enterprise Data Catalog ( 1 - 15) Maintenance o Premium Success for Subscription

• Related Informatica IT Professional Support Services

4. Authority and supporting rationale .

The authority to enter into an order for this effort without full and open competition is provided by FAR Part 16.505(b)(2)(i)(B) which states, (i)"The Contracting Officer shall give every awardee a fair opportunity to be considered for a delivery-order or task-order exceeding $3,500 unless one of the following statutory exceptions applies: (B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized."

The Office of Information Technology Services (OITS) Plans & Policy Division (PPD) was tasked to conduct a pilot to create a consolidated Data Dictionary & Metadata System (DD&MS). In July 2017, OITS recommended and received approval from the Investment Review Board (IRB) to use the Informatica PowerCenter for the DD&MS effort. The selection of Informatica PowerCenter licensed by FHW A and hosted in the FHWA environment (Microsoft SQL Server database) was recommended for the full development of the DD&MS.

Only one source (DL T Solutions, LLC) can provide the Informatica Software, as they are the only third-party reseller of the software. The software is a web-based, cloudenabled data governance, data management and integration software solution for the streamlining of workflows and development, integrated data analytics and dissemination, and deployment to the agency's cloud environment.

5. Determination by the ordering activity contracting officer that the order represents the best value and are fair and reasonable.

An Analysis of Alternatives stu_dy was conducted and different options were described in detail with the IRB during early Spring 2019. This Analysis of Alternatives and resulting discussions compared the purchase of Informatica to custom code-based application development that would be necessary iflnformatica were to be replaced. The results revealed Informatica is capable of fulling all requirements at a lower cost solution that is scalable to other data system integration needs within the FHW A.

Additionally, SEWP has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable.

6. Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Moreover, there are unique agency requirements that only Informatica can perform such as:

• Migration of existing database architecture, data source staging areas, ETL processes, stored procedures without the need to modify, reconfigure, and re-code these application components; and

• Integration of new/additional FHW A data sources in a manner that ensures interoperability withe agency's recently deployed Data Dictionary & Metadata System (DD&MS).

Based on the above-mentioned information, it is suggested that the solicitation be sole sourced to DLT Solutions, LLC as they are currently the only third-party Vendor authorized to provide the Informatica Software.

7. Other facts supporting the justification.

The Contracting Officer called Informatica on May 22, 2019 and confirmed that DLT

Solution, LLC is currently the only third-party Vendor authorized to provide the

Informatica Software.

8. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services is made.

While there is no current barrier to competition, currently there is no other software solution that could be transitioned to that would enable the capabilities of the curred system to be retained. The procurement does include option years in the event that another more cost effective solution is identified.
