Justification for Other than Full and Open Competition
(JOFOC)
The Social Security Administration (SSA) requires continued subscription to MSTech Document Rendering Agent. This software is required for the next 12 months. The current subscription expires on 10/27/2020. SSA has a requirement to continue maintenance support from 10/28/2020 through 10/27/2021.
The Office of Systems Architecture (OSA) uses MS Tech’s Document Rendering Agent (Engine for CM8 and Annotation Engine for CM8) within SSA’s Document Management Architecture (DMA) Viewer (eClient). The DMA is utilized by many systems which store documents. This software enables SSA employees to view and manipulate documents that are stored in the DMA. This piece of software is the core piece of technology that provides the rendering ability for pdf’s. Without this software the viewer would not be functional and SSA employees would not be able to retrieve documents. This software is currently meeting requirements and will be used for the foreseeable future.
MS Technology, Inc. is the publisher of the MSTech Document Rendering Agent software tools. The MSTech document-rendering engine is the backbone of the DMA Viewer (eClient), without it, SSA would lose all document rendering capabilities in the viewer which would in turn bring many outside applications to a screeching halt. The DMA viewer is used by many applications to view and manipulate documents stored in DMA. Without this, SSA’s ability to service the public will be severely impacted.
This acquisition is being conducted under the authority of FAR 13.106-1(b)(1)(i) – “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).”
This software is proprietary. Only MS Technology, Inc. has access to the source code necessary to provide the required licenses and subscription, which are comprised of updates, upgrades, fixes and telephone support. There are no authorized resellers.
