Site Visit / Pre-Submission Conference: Those interested in responding to this solicitation are strongly encouraged to attend a site-walk through at 8AM on Wednesday, March 26th. The Conference will be held at the Seattle Maritime Academy, 4455 Shilshole Ave NW, Seattle, WA 98107. Contact Name: Danny Blanchard Contact Number: 206-934-2902 Questions: Any questions or requests for further information must be submitted in writing no later than 2:00PM on Wednesday, April 2nd, 2025, to jasmine.jackson2@seattlecolleges.edu.

Scope of Work

1. Lock and tag out all energy systems prior to beginning work, including but not limited to fuel supply and return valves, battery isolation switches, engine room panel AC circuit breaker, forward generator circuit breaker, CO2 control system (must terminated where generator is removed and not left open in order retain system function during an emergency). Vessel lighting will be intact and operational but additional LED or CFL task lighting may be brought if requested (no incandescent/hot lights).

2. Disconnect fuel supply and return lines, starter wires, generator power wires, remote/alarm wires, CO2 control system piping to prepare original engine for removal.

3. Rig and remove the existing Detroit 2-71 diesel and generator from the vessel (the Seattle Maritime Academy crew will lift engines in/out with the Seattle Maritime Academy crane, as well as remove the soft patch above the engines). The engine will be retained by the Seattle Maritime Academy for student training purposes: do not damage during removal as it is currently operational.

4. Install a 20kW-22kW 3-phase 480VAC EPA-compliant Tier-3 diesel generator mounted on a painted (if steel) skid with vibration isolation mounts.

a) The generator and all installed equipment & accessories must be compliant with USCG requirements for installation on inspected passenger vessels. Any equipment changes required to generator (on the engine side of the fuel/air/water connections) for USCG-approved use are at the sole cost and responsibility of the contractor.

b) Grade 5+ hardware of appropriate diameter required for mounting to handle expected loads. Bolt-on mounting is preferred to welding, if possible, to reduce fire risk and facilitate future ease of removal.

c) Weld/fabricate on existing engine frame if needed to support new engine (will require marine chemist to gas-free the space prior to hot work). Welds may be subject to USCG inspection and must be painted after inspection.

5. Install and mount a metallic (painted/powder-coated if steel, bare if stainless or aluminum) system control enclosure on/above the engine that does not impinge on the aisles of the engine room space. The controls should be installed to be operated while standing (operator facing aft) at the athwartships passageway between the two generators. All penetrations to the enclosure must be watertight. The enclosure must include the following on the panel surface that faces the operator:

a) Heavy-duty emergencies stop push-button (with twist or pull reset) with auxiliary input for the onboard automatic fire-suppression shut-down, wired to immediately shut down the engine when depressed.

b) Start/stop buttons for normal operations.

c) Monitoring panel that indicates engine RPM, oil pressure, coolant temperature, DC voltage (battery/alternator), AC voltage, AC current, hertz, and be equipped with visual and audible alarms for low oil pressure and high coolant temperature.

6. Install a flush-mount remote system monitoring panel in the bridge that indicates engine RPM, oil pressure, coolant temperature, DC voltage (battery/alternator), AC voltage, AC current, hertz, and be equipped with visual and audible alarms for low oil pressure and high coolant temperature. The panel should be located to starboard of the wheel in the location specified by the Port Engineer. All wiring must be installed per ABYC E-11 and secured to the vessel at intervals of no more than 18” by metallic means when not in a metallic raceway or conduit.

7. All electrical wire used must be stranded copper marine wire with a minimum insulation rating of 105C and must be sized and installed per ABYC E-11 standards.

8. Install new AC wiring from generator to the engine room 480VAC panel and DC wiring from engine to the start battery, the system monitors, control enclosures, and shut-down systems.

9. Install two properly sized AC circuit breakers (the existing 40A main panel breaker will need to be replaced if a generator greater than 22kW is supplied): one at the generator and one at the engine room 480VAC panel.

10. Install a single Groco ARG-series bronze sea strainer (sized to meet GPM flow of raw water pump which does not exceed 125% of pump capacity) at the engine with all new USCG-approved piping/hose to the existing sea chest gate valve. Hose/piping must be supported with metallic fasteners no less than every 18”, hose must be wire-reinforced and rated for below-waterline use, and all raw water hose connections must be double-clamped with non-perforated, rolled edge hose clamps and properly torqued.

11. Install a Racor MA500 fuel filter (with RK19671 vacuum gauge handle) at the engine with all new USCG-approved fuel pipe/hose to existing hard piping. Port Engineer to specify specific mounting location. All fuel hose terminations must be swaged or mechanical-coupling stainless steel (no hose clamps) with threaded ends.

12. Install Murphy low oil level (L129-series) and low coolant level (L150-series) switches in addition to engine-manufacturer-provided alarms (Seattle Maritime Academy will install wiring for these two alarms later) if not already provided with generator assembly.

13. Install a new AGM start battery of appropriate size for the engine starter specifications, battery tray, hold-down system, on/off/both switches, and a single bank AC-powered battery charger appropriate for the size and chemistry of battery selected.

14. Install new exhaust piping between the new engine and existing muffler inlet. Install new marine-grade exhaust insulation to cover existing muffler and new exhaust pipe/flanges/hardware per USCG requirements.

15. After initial installation is complete, break-in and test engine per the manufacturer’s specification, then run the engine at its rated continuous capacity for no less than 6 uninterrupted hours using a portable load cell.

16. After initial installation is complete, break-in and test engine per the manufacturer’s specification, then run the engine at its rated continuous capacity for no less than 6 uninterrupted hours using a portable load cell.

17. Restrooms are provided onboard the vessel, as well as a dining area, microwave, and refrigerator. Shoreside student facilities are not to be used.
