Informal Sole Source Justification
In accordance with FAR 13.106-1(b)(1)(i) the Social Security Administration (SSA) intends to fulfill this requisition with a Brand Name Item. Demand Technology Performance Sentry software collects performance data on all Windows-based servers and workstations across the country. If discontinued, the Division of Systems would not be able to capture resource utilization data from devices running Windows based operating systems throughout the agency, which includes servers, workstations, and laptops; leaving the agency vulnerable to undetected performance problems and minimal tools to troubleshoot them. The Division of Systems Performance and Service-level Management (DSPSM) uses this software. SSA has a requirement to continue maintenance support for 12 months.
This software is proprietary. Only Demand Technology has access to the source code necessary to provide the required licenses and maintenance subscription, which are comprised of updates, upgrades, fixes and telephone support. There are no authorized resellers.
The basis for this justification is within the authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”.
