Informal Justification for Other than Full and Open Competition
(JOFOC)
Requisition: 3303-20-1243
In accordance with FAR 13.106-1(b)(1)(i), Social Security Administration (SSA) intends to fulfill this requisition with a sole source item. SSA has a requirement to continue maintenance on Accusoft Barcode, Scanfix and Imagegear software for twelve months. Accusoft Barcode, Scanfix, and Imagegear software is used by the Wilkes-Barre Data Operations Center. This software is used extensively on SSA’s image-based workloads for Barcode recognition, Image cleanup and manipulation, and scanning features. DRMA/ITCB has spoken to the technical points of contact for this software and has confirmed there is a continued requirement to renew the subscription and that no other solution can meet or be made to meet SSA’s needs.
Accusoft Barcode, Scanfix and Imagegear software is proprietary. Only Accusoft Corp. has full right and title to license the software package. Accusoft Corp. has no authorized resellers and is the only vendor that has legal access to the proprietary source code necessary to provide software maintenance.
Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) states that for purchases not exceeding the simplified acquisition threshold, “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).”
