About this file
This document is a Justification and Approval (J&A) for a Single Source Award by the U.S. International Trade Commission (USITC) for Infoblox, a DNS/DHCP management solution. The requisition (6100-OCIO-25-0028) is for managing DNS/DHCP services and IP addresses from a single location, with capabilities including extensive reporting, auditing, security controls, and IP address mapping into a centralized database. USITC's justification emphasizes Infoblox's industry-leading solution that integrates with existing infrastructure, provides enhanced security against DDoS attacks, and supports federal cybersecurity requirements like CISA's Zero Trust Maturity Model. The procurement was conducted through Federal Supply Schedules, with market research confirming the product's availability to government agencies, and is exempt from standard synopsis requirements.

Justification and Approval for: Single Source Brand Name
1. REQUISITION NUMBER: 6100-OCIO-25-0028 ESTIMATED TOTAL VALUE:
2. Description of supplies or Services Required to Meet Agency:
Manage DNS/DHCP services and IP addresses from a single location; gain extensive reporting, auditing and security capabilities and automatically log all IP-related operations; granular controls over security levels not natively available on Windows server;
connect IP addresses with end-user identities, mapped into a single IPAM database.
3. Justification for Limited Competition:
Infoblox is an industry leading solution to provide secure and reliable management and reporting for DNS and DHCP and integrates closely with security and infrastructure systems already in place at USITC. It provides a standard and scalable platform to provide central administration for DNS and DHCP, in addition to an enhanced layer of protection against DDoS and other attacks. Infoblox will also allow us to more closely comply with federal requirements such as CISA's Zero Trust Maturity Model.
Competition is supported by granting VARs the opportunity to submit proposals. Investing in separate products would increase cost and overhead relating to installation, maintenance, and training.
5. Requiring Officer's Certification:
I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.
