Program Management Office Disaster Assistance Improvement Program Statement of Objectives Disaster Assistance Improvement Program
Statement of Objectives for Program Management Support
I. DESCRIPTION AND PURPOSE:
The Purpose of this Statement of Objectives is to acquire resources to support eight functional areas required within the Disaster Assistance Improvement Program (DAIP) Program Management Office (PMO): Program and Project Management; Technical Management; Website Management; Financial Management; Relationship Management; Performance Management; Administration and Logistics; and Special Projects.
II. BACKGROUND:
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), was tasked in 2007 to lead the effort to implement Presidential Executive Order 13411: Improving Assistance for Disaster Victims. In response to this Executive Order, FEMA established a PMO to manage the implementation of the DAIP, an e-Government initiative that FEMA manages with 16 other Federal partners. The Program’s 17 Federal partners are as follows: Department of Agriculture, Department of Commerce, Department of Defense, Department of Education, Department of Health and Human Services, Department of Homeland Security, Department of Housing and Urban Development, Department of the Interior, Department of Justice, Department of Labor, Department of State, Department of Transportation, Department of Treasury, Department of Veterans Affairs, Office of Personnel Management, Small Business Administration and Social Security Administration.
III. FEMA STRATEGIC GOALS:
According to the “FEMA Strategic Plan: Fiscal Years 2011-2014,” (FEMA P-806 / February 2011), FEMA’s 2011-2014 Initiatives are as follows:
· Initiative 1: Foster a Whole Community Approach to Emergency Management Nationally
· Initiative 2: Build the Nation’s Capacity to Stabilize and Recover From a Catastrophic Event
· Initiative 3: Build Unity of Effort and Common Strategic Understanding Among the Emergency Management Team
· Initiative 4: Enhance FEMA’s Ability to Learn and Innovate as an Organization
IV. PMO MISSION:
Organizationally, the DAIP PMO is under the Recovery Directorate, National Processing Service Centers (NPSC) Division, Virginia NPSC. “The Recovery mission seeks to support communities in rebuilding so individuals, civic institutions, businesses, and governmental organizations can function on their own, return to normal life, and protect against future hazards” (FEMA Pub 1, Nov. 2010, Chapter Two: FEMA Roles and Missions, p. 3.) The PMO supports the DAIP in its mission of improving the process for citizens to obtain Federal, state and local government, and private sector disaster assistance support through the ongoing development of the DisasterAssistance.gov Web portal.
V. PROGRAM DESCRIPTION:
DAIP launched the initial operating capability of DisasterAssistance.gov on December 31, 2008. DAIP modified and currently uses a Benefits.gov site managed by the Department of Labor as a clearinghouse for more than 70 forms for federal disaster assistance as well as for the initial screening of citizen applicants to determine what assistance they may be eligible for and to pass this information to the DAIP Disaster Assistance Center as part of the assistance registration package. DAIP also develops and maintains data exchange interfaces with several partner agencies via a Service Oriented Architecture gateway.
The scope of the work encompasses all functional area activities under the guidance of the Program Manager. PMO activities will be related to the successful administration of the program and development of its work products addressing the three major goals of the DAIP Strategic Plan:
· Goal 1: Provide needed assistance to survivors of disasters
· Goal 2: Improve DAIP business processes
