MEMORANDUM FOR INDUSTRY
FROM: SSC/STEP 2.0 PROGRAM
SUBJECT: Updates to Final Request for Proposal Since May 2023
Since release of the Draft RFP in May 2023, the STEP 2.0 has taken feedback received and implemented changes to improve the contract. The most notable changes are listed below:
1. Gateway Questionnaire
a. Removed all heritage claims to the 365-day on orbit requirement for a space vehicle (SV) under the following conditions:
i. There will be no ability to claim heritage from a 6U Cubesat by similarity for 12U Cubesat.
ii. There will be no ability to claim heritage from a 12U Cubesat by similarity for 16U SV.
2. Prior Customer Questionnaire (PCQ)
a. This document is used to substantiate claims made on the Gateway Questionnaire regarding contractor responsibilities (as a Prime Contractor or Subcontractor) on a successful spacecraft development.
b. The Offeror will be removed from consideration if a PCQ is not received.
In addition, the attached Comment Resolution Matrix has been completed based on feedback from the last request for comments on the Draft RFP in May of 2023. The program office is now pressing forward to a Final RFP release during the mid-to-late April time frame.
