About this file
This file is an amendment to a federal solicitation that presents changes to requirements and answers to industry questions regarding a Patient Ceiling Lift Systems procurement for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20.
The amendment modifies the lifting speed requirement from 2.0 inches per second at a 400 lb. load to a minimum acceptable lifting speed of 1.5 inches per second with a 400 lb. load. The revised pricing table specifies the delivery of 35 GH3+ 605 lb. 3X3m H-Track systems with Combi Lock and bathroom accessories (including 8D systems with 17 total units and 21 motors, with 4 rooms requiring 2 motors each, and 9D systems with 18 units and 39 motors total), 2 GH3+ 825 lb. systems (1 unit in 8D and 1 in 9D with 2 motors total), removal of current systems, and in-person on-site training for six facility personnel with testing, inspection, and certification in clinical Safe Patient Handling and Mobility education. The government confirmed that Gait Trainer Modules are essential to meet the facility's needs to support early mobilization and accommodate an increasing bariatric patient population in the 8D and 9D inpatient units. The government clarified that items regarding upper body support and leg cuffs on the Gait Trainer sling are provided for design consideration only, as the Gait Trainer sling itself is not being purchased concurrently with this requirement.

INDUSTRY QUESTIONS:
Q: Is the lifting speed of 2.0 inches per second at a 400 lb. load required?
A: PHYSICAL CHARACTERISTICS/SPECIFIC NEED/SALIENT CHARACTERISTICS ITEM d) is changed to:
The minimum acceptable lifting speed must meet or exceed 1.5 inches per second with a load of 400 lbs.
Q: Are all systems going into one physical therapy location?
A: As specified in the solicitation, they are to be installed in 8D and 9D inpatient units.
Q: Are the Gait Trainer Modules essential to the Government’s needs?
A: Yes. The Trainer Modules support early mobilization and provide staff with options for assisting patient movement depending on the needs of the patient. The routine functional mobility activities with dynamic weight relief help staff transfer patients, and support their balance, steps, exercise, and range of motion, without having to transfer patients from one room to another based on available equipment, or have patients unable to access these systems. Because of the patients’ population increase in weight, the facility requires the ability to support an increasing bariatric population. Rather than just lift and move patients, these modules help patients rehabilitate. This requirement is limited to units 8D and 9D.
Q: Must the Gait Trainer have upper body support as well as leg cuffs and not prevent the patient from bending so as to allow ADLs?
A: PHYSICAL CHARACTERISTICS/SPECIFIC NEED/SALIENT CHARACTERISTICS ITEMS m) and n) are provided only to clarify understanding of what type of sling the Gait Trainer will be used with. These items are included as different systems might be designed differently, and this information might be needed in advance of actual sling purchases for system design. The Gait Trainer sling itself is not being purchased concurrently with this requirement.
