About this file

This PowerPoint presentation is a virtual industry engagement document for Portsmouth Naval Shipyard (PNSY) hosted on May 19th, 2025, targeting small businesses and industry partners across multiple North American Industry Classification System (NAICS) codes. The presentation provides comprehensive insights into PNSY's contracting operations, including their mission of overhauling, repairing, and modernizing nuclear-powered submarines, with a current workforce of approximately 6,800 civilian employees and support from 1,300 additional civilian and 800 military personnel.

The shipyard is undertaking a significant $2.5B dry dock overhaul project to expand submarine maintenance capacity, which is expected to increase contracting opportunities. Key procurement areas include leased equipment (forklifts, lifts, compressors), maintenance services, technological upgrades, and equipment refurbishment across categories such as marine equipment, industrial machinery, IT hardware/software, and precision equipment. The presentation highlights their commitment to small businesses, with 942 small business contract actions in Fiscal Year 2024 totaling $91.8M, and reveals upcoming Indefinite Delivery/Indefinite Quantity (IDIQ) contracts in shop equipment and boat maintenance scheduled for the next 24-36 months.

Distribution Statement: Distribution authorized to U.S. Government agencies and their contractors.

Good morning everyone and welcome to our first ever virtual industry day for Portsmouth Naval Shipyard. My name is Steven Carlberg, and I am a part of the Code 400 Contracting and Logistics Department. I have been a part of the Small Business role here as both an Alternate and Primary for the past three years, and my goal today is to help industry gain a better perspective and understanding of what we do and what we buy here on the shipyard.

Furthermore, we want industry to be aware of our forecasts and requirements that are coming down the pike so that engagement can take place earlier in the contracting process to increase efficiency and communication. Here with me today as well are Marco Turner who is the Chief of the Contracting Office, Sharon Hall who is the Deputy Chief of the Contracting Office, and Brian Lee who is a Contracting Officer and will be speaking on a few slides today as well. All three of them contain a wealth of knowledge in the contracting realm.

Please hold onto all of your questions to allow for us to complete the presentation. The main source of addressing any questions will be through email to Myself or David Agea (both of our emails can be found at the end of the presentation). If time allots, we will answer as many questions as we can at the end of the presentation on teams. All questions we receive will be posted on the Special Notice that was posted on SAM.GOV. Before moving forward, does anyone have any objections for this presentation being recorded?

Portsmouth Naval Shipyard (Est. 6/12/1800)

US Navy’s oldest continuously operating shipyard.

Dedicated to the overhaul, repair, and modernization of submarines.

The shipyard is going through a major overhaul plan to increase capacity in our dry docks and to improve workflow.

Although this is our largest project by far there are numerous other improvements taking place to gain throughput and enhance our modernization plan.

Who We Are Small Business - The First Option

To execute that work we have a civilian workforce of approx. 6,800 employees.

They team with another 1,300 or so civilians from our shipyard support and tenant commands along with approx. 800 military personnel – if you take into consideration the ship’s crews.

We have 3 permanent graving docks, oldest and largest of which is Dry Dock 2 which came online in the 1905 timeframe, and Dry Docks 1 and 3 which came about in the WWII years.

All have undergone their own upgrades and modernizations as the platforms we maintain have changed over the years.

Small Business - The First Option Portsmouth Naval Shipyard Statistics Contract Actions Fiscal Year 24 (1280) Fiscal Year 25 thus far (718) from October 1st 2024 through April 10th 2025.

Small Business Actions Fiscal Year 24 (942) Fiscal Year 25 thus far (567) from October 1st 2024 through April 10th 2025.

Contract Dollars $152.4M Fiscal Year 24 $34.3M Fiscal Year 25 thus far from October 1st 2024 through April 10th 2025.

Small Business Dollars $91.8M Fiscal Year 24 $15M Fiscal Year 25 thus far from October 1st 2024 through April 10th 2025.

As the slide portrays, we are seeing more contractual actions on a year-to-year basis. Furthermore, with additional drydocks on the way (which we will discuss in a moment), more work will be on the way and these numbers will continue to rise.

We Are Growing

Dry Dock Overhaul

$2.5B Overhaul Project to our Dry Dock System.

Allows us to expand our capacity for Virginia Class Submarines.

Allows us to grow within the confines of our shipyard and take on more capacity.

Allows for quicker arrivals and departures.

We can already foresee the need to increase our throughput at the contracting level.

Small Business - The First Option

What this means for Portsmouth Naval Shipyard…

There will be more work coming to our Shipyard.

There will be more opportunities for vendors to be awarded Government Contracts.

More opportunities to build professional and working relationships.

Portsmouth Naval Shipyard also provides contracts for goods and services at Naval Base Point Loma in San, Diego, CA - Norfolk Naval Shipyard in Norfolk, VA & Pearl Harbor Naval Shipyard in Pearl Harbor, HI. We support a detachment at Point Loma in San Diego, CA. We also support availabilities in Groton, CT and partner with other shipyards in Norfolk, VA, Puget Sound, WA, and Pearl Harbor, HI.
