● Purpose:
○ To explain the overall 502d Trainer Development Squadron (502d
TD) TDIII vision and provide details regarding the requirements identified at this time.
○ The Government will present information regarding its current strategy and business drivers for a forthcoming acquisition.
● Objective:
○ To encourage competition and facilitate partnering opportunities for small business.
○ To provide an opportunity for Industry Partners (IPs) to ask questions and interact with the Integrated Project Team (IPT).

IDIQ Administration
The Government anticipates TDIII will be a Parent Level IDIQ with the potential for multiple Task Orders for the 502d TDS and their clients.
Post-award Task Order administration will include the 502d
Technical Point of Contact (TPOC), GSA Contracting Officer’s
Representative (COR)/Project Manager, GSA Contract
Specialist (CS) and GSA Contracting Officer (CO).

Scope, Functional Areas, and Objectives
Scope: Include research, analyze, design, develop, fabricate, integrate, test, deliver, and install simulators, simulator systems and associated components. This requirement also involves the movement & modification of aircraft to design, develop and fabricate mock-up simulators.
Functional Areas: Will involve acquisition, development, training, assembly, and management for simulation and training activities.
Objectives: Include Project Management & Control Systems, Business Relations, Team Continuity and Employee Retention, Contractor Response, and Professional
Appearance/Identification Responsibilities to meet the needs of current and future military flight, ground, maintenance and operational personnel both in CONUS and OCONUS locations.
Contractual History
- The Trainer Developer IDIQ contract, TDII, was an open market, unrestricted, Multiple Award IDIQ contract in which the resulting Task
Orders contain varying hybrid Time and Materials (T&M) and Firm Fixed-
Price (FFP) CLINs with cost reimbursable (CR) travel CLINs. It has a five
(5) year ordering perioding spanning July 1st, 2019, to June 30th, 2024, and includes a six (6) month extension to extend the ordering period to December
31st, 2024.
- On July 1st, 2019, Multiple Award IDIQ contracts with a combined ceiling price of $300,000,000.00 were awarded to: Booz Allen Hamilton Inc, J.F.
Taylor, Inc, MES Simulation & Training Corp, and Applied Visual
Technology, Inc. An outline of the Task Orders (to-date) for the Awardees respective TDII contracts is detailed in the following slide.

Security Requirements
● Individual Task Orders under this IDIQ contract may require receipt, generation, storage, safeguarding, and/or disposal of information classified at the SECRET level, at the Contractor facility. If applicable, DD254s will be implemented at the Task
Order level.
● Any additional or further tailored security requirements will be stipulated at the Task Order level.
Security Requirements, cont.
● The COR will assist contractor personnel in processing the necessary DoD forms to obtain base or area badges for access to Government facilities.
● All Contractor personnel shall have/obtain an active favorable National
Agency Check Inquiries (NACI) or meet the requirements for DoD
Identification Cards (Ref DOD Manual 1000.13-M-VI, January 23, 2014), in order to be issued a CAC card. Each Contractor personnel shall always have the CAC in his/her possession while working on any Government installation. The Contractor personnel shall surrender the CAC at the end of his/her employment under the IDIQ or Task Order contract the CAC is tied to or when the CAC expires, whichever occurs first.

502 TDS – Mission & Vision
● Mission: The 502 TDS is located on Joint Base San Antonio (JBSA)
– Randolph designs, develops, manufactures, and maintains training devices and simulators for the entire Department of Defense (DoD) community.
● Vision: The 502 TDS envisions TDIII as a successful contract vehicle to assist with the efficient procurement of specialized items and services for DoD customers.
502 TDS – Working Abilities
The 502 TDS has in-house capabilities to complete all steps of a project’s life cycle, including production, fabrication, funds management, and design/development. These skills include some of the following:
On-staff subject matter experts (SMEs) for structural, mechanical, and electrical components.
Production of industrial fabrication through machining, sheet metal assembly, corrosion control, painting, welding, and carpentry.
Use of computer numerical control (CNC) milling machines, various routers, water jet cutter, engraving and printed circuit board building, and a sintering center.
Ability to dispatch personnel to perform on-site assembly, field repairs, modifications, and hardware/software training on finished systems.
502 TDS – Notable 502 TDS-Developed Simulators
The 502 TDS has produced a wide array of simulators and other training resources for a variety of customers .
The C-17 and C-130 Aeromedical Evacuation Trainers (AMETs): C-17 and C-130
AMETs are USAF full-immersion trainers for doctors, nurses, attendants, and/or other aeromedical flight crew to train in the care and management of patients, both on the ground and in-flight.
Ambu-Lift: The Ambu-Lift is used by Total Force flight nurses, aeromedical evacuation technicians, and critical care air transport teams for training in the familiarization and operation of ambulances, including the loading and securing of patients, function of the engine and drive drain, and the location and proper use of the electrical, lighting, and hydraulic control panels.
Unaided Night Vision Trainer: The Unaided Night Vision Trainer is used by the
Aerospace Physiology Career Field to develop the inherent visual abilities of trainees to improve aircraft attentiveness, scanning techniques, and mental interpretation of images within the eyes.
502 TDS – Notable Ongoing/Past IDIQ Efforts
● As a part of the TDII IDIQ, the 502 TDS accomplished a number of efforts for a variety of DoD customers, including the USAF and the US Navy:
○ T-45 Mission Computer Alternative (MCA) Support: Common Mission
Computing and Displays (CMCD), Navy Program Manager Air (PMA) 209 sustainment/maintenance of software and hardware for the T-45 Goshawk fleet, including a Multi-Use Environment (MULE).
○ Joint Adaption of Requirements for Virtual and Intelligent Simulators
(JARVIS) Training System Support Center (TSSC): Development and support of a JARVIS TSSC to perform air vehicle and air vehicle system simulation activities.
○ Flight Attendant (FA) Fuselage Trainer (FuT): Full-scale replicas of the
C-37 and C-32/C-40 galley and passenger area for training by 1A6 Flight
Attendants during Flight Attendant Initial Mission Qualification training.
502 TDS – Aircraft Moves
● As a part of TDIII, the 502 TDS has a specific requirement for the ability to move aircraft fuselage which will be transformed into various trainers, including Aeromedical Evacuation Trainers (AMETs).
● In the past, the 502 TDS has relocated C-17, C-130, KC-135, and HH-60 fuselages
Answers to Preliminary Questions
1. Will there be any Authority to Operate (ATO) requirements on the TDIII program? Typically, we do not handle ATOs at this level, however this could be a customer driven requirement and we must stay cognizant of things that could affect a negative outcome on an ATO as programs are developed.
2. Will the TDIII trainers (where applicable) be required to be part of the
Simulator Common Architecture Requirement Standards (SCARS) program?
SCARS is still in the development and rollout phase and is not currently viable for anything that the 502 TDS or its customers would be involved with at this time.
3. Will the contractor be required to perform repairs of trainer components/modules at site (depot repairs) Yes, there is this potential.

4. The PWS mentions anywhere in the world delivery, could the Government give us the top three potential locations for global delivery? No, this cannot be forecasted at this time.
5. The PWS mentions acquiring retired aircraft, does the Government have a recommended/most common approach? If the Contractor were to perform work on an acquired retired aircraft, this aircraft will be provided by the
Government as GFE.
6. Are there any other “hot buttons” or critical aspects to program execution?
No
7. Who is the 502 TDS’ most common customers in the DoD? Primarily the
Air Force and Navy.
8. Will bids that include large businesses be accepted? We are currently in the market research stage and have not determined an Acquisition Strategy yet. As such, no set-aside determination has been made.
9. Are you committed to a small business acquisition? We are currently in the market research stage and have not determined an Acquisition Strategy yet. As such, no set-aside determination has been made.
10. Will the acquisition remain a multi-award BPA or are you considering a single award? This requirement is currently anticipated to be a single award
IDIQ contract. However, we are currently in the market research stage and have not determined an Acquisition Strategy yet.
11. What’s the on-site requirement? The primary place of performance for development and integration will be at the Contractor’s facilities. However, installation, testing and/or delivery may be on site at multiple Government locations in CONUS and OCONUS. Specific places of performance will be defined in each of the individual Task Orders.
