About this file
This is a set of presentation slides for an Industry Day event scheduled for December 4, 2024, regarding the Caño Martin Peña Ecosystem Restoration Project Contract 3 Phase 1 in Puerto Rico. The presentation outlines key details for a major construction project to restore the ecosystem and tidal connection between San Jose Lagoon and San Juan Bay.
The scope includes developing a Material Management Area at Ciudad Deportiva Roberto Clemente, preparing aquatic disposal pits, dredging approximately 4,350 meters of channels (including a 3,000m access channel, 450m transition channel, and 900m main channel), installing steel sheet pile walls with concrete caps, and constructing riprap protection at bridges. The anticipated solicitation number is W51DQV-25-R-0006, with an estimated value between $25M-$100M, NAICS code 237990 (size standard $45M). Key dates include solicitation release on March 31, 2025, and award by September 30, 2025. The US Army Corps of Engineers Caribbean District will execute this firm-fixed-price contract, with the project funded through the Bipartisan Infrastructure Law at $163.3M federal share and $90.7M non-federal matching. Questions must be submitted through ProjNet by December 13, 2023, using Bidder Inquiry Key W962NH-ARD6QD.

CAÑO MARTÍN PEÑA OVERVIEW
PURPOSE
The Caño Martín Peña Ecosystem Restoration Project (CMP) aims to re-establish the tidal connection between the San José Lagoon and the San Juan Bay (SJB), which would improve dissolved oxygen levels and salinity stratification, increase biodiversity by restoring fish habitat and benthic conditions, and improve the functional value of mangrove habitat within the San Juan Bay Estuary.

30.5 meters bottom width 3:1 slope riprap size: 0.51 meters
CONSTRUCTION CONSIDERATIONS
Limited access: Most of the access routes are local roads (narrow streets) with adjacent residential structures vulnerable to damages
Construction on the wet: Diversion of the channel won't be allowed
Activities below Barbosa and Moscoso Bridges: Low vertical clearance
Higher solid waste: Percentage of solid waste (garbage, debris) could be higher than the percentage assumed during design
Dredged material management: Material management must comply with the Water Quality Certificate, state and federal laws.
Water quality in the SJL: turbidity control, controlled placement of the sediments into the pits to limit the release of grey waters.
Water releases from the MMA : Water returning into water of the US must be tested and comply with the Water Quality Certificate before release
Community Outreach: Working in CMP area requires extensive coordination with ENLACE (NFS) and the G-8 due to the proximity of residential structures and dense population

• Type of contract: Firm-fixed-price
• Acquisition Method: To Be Determined
• Acquisitions will be in accordance with (IAW) Procedures established in one of the following and their supplements:
• FAR Part 14 – Invitation for Bid (IFB) or
• FAR Part 15 – Request for Proposals (RFP) and/or
15.002 Types of negotiated acquisition.
(a) Sole source acquisitions. When contracting in a sole source environment, the request for proposals (RFP) should be tailored to remove unnecessary information and requirements; e.g., evaluation criteria and voluminous proposal preparation instructions.
(b) Competitive acquisitions. When contracting in a competitive environment, the procedures of this part are intended to minimize the complexity of the solicitation, the evaluation, and the source selection decision, while maintaining a process designed to foster an impartial and comprehensive evaluation of offerors’ proposals, leading to selection of the proposal representing the best value to the Government (see 2.101).
