About this file

This file is an Industry Day Questions and Answers document from a pre-solicitation for the Weapons Systems Integration and Software Support Services (WSISS) VI contract. The document addresses market research questions from potential bidders regarding contracting strategy, performance location, and evaluation criteria for this Naval Air Warfare Center Weapons Division (NAWCWD) opportunity.

Key details include: the contract is anticipated to be a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle, though final contracting strategy decisions remain pending; performance will be predominantly at Government facilities including China Lake, Point Mugu, and Eglin; the primary platform focus is currently F/A-18 and EA-18G aircraft, with increasing F-35 requirements; facility clearance must be Top Secret with Secret storage capability, and personnel clearance must be Secret and Top Secret; recruiting and retention of skilled personnel, facility clearance risk, and administrative risk are identified as primary Government concerns; non-traditional and small businesses must either be fully capable of performing all tasking or pursue subcontracting opportunities with the prime contractor; source selection strategy, contract structure (base and option years), subcontracting limitations, and small business participation goals have not yet been finalized; a Sources Sought notice will be released soon followed by a draft RFP; and the primary point of contact is Roman Alaniz at roman.g.alaniz.civ@us.navy.mil. The prior WSISS contract was awarded using best-value tradeoff methodology with Technical evaluation as most important, followed by past performance, then cost.

What roles do the aircraft OEMs play today in this work?Lockheed has a primary role in F-35, but we work with all the OEMs as necessary. Boeing is 90% of code base for F-18. We engage with Boeing largely on F/A-18E/F and EA-18G and Boeing works with us on tests. We have daily & weekly conversations.

Will non-traditional companies be encouraged to submit separate proposals (i.e. CSO) to be included in WSISS contract, or will the Gov instead encourage teaming with primes for these companiesAs of today, this contract is anticipated to be a single-award Indefinite Delivery, Indefinite Quantity contract, thus you must be capable of performing all tasking in order to submit a proposal. Will WSISS VI use a specific vehicle (stand‑alone IDIQ, MAC, or existing contract)? The WSISS VI contract will be a new contract vehicle. It is anticipated to be a single-award IDIQ.
What performance or transition risks concern the Government most?Recruiting new personnel and retention of current skilled personnel, facility clearance risk, administration risk.

Will past WSISS or NAWCWD China Lake experience receive evaluation credit? No.
What key technical or integration challenges should industry be ready to address in proposals? This contracting strategy has not yet been finalized and thus a decision has not yet been made. The RFP for the current contract had a sample tasking scenario.
