Queson

Document Para # / Topic Queson Government Response

1 General N/A What group makes up Guardians?

Guardians are Space Force Members.

2 General N/A There was menon of some parcipaon by sister services- -other than Guardians, what level of parcipaon do you ancipate from the other sister services?

Parcipaon is as needed, cannot ancipate at this me.

3 General N/A Is this a new opportunity or recompete?

It is a re-compete.

4 General N/A What is the incumbent contract number?

FA7014-19-D-A013

5 General N/A Is the government open to the use of an acquision vehicle like GSA MAS or HCaTS?

Yes, the government is open to the use of an acquision vehicle. The informaon that the government is collecng from Industry Day will contribute to the Market Research for this requirement and will help with the formaon of the acquision plan.

6 General N/A What is the acquision strategy?

There is no acquision strategy at this me as the requirement is sll in the Market Research stage. The informaon gathered at this me will aid in the formaon of the future acquision plan

7 PWS p. 62, 7.1, "Key Personnel

Requirements"

"The contractor shall have past experience with senior execuve course performance within the last three years, demonstrated ability to manage more than 30 subcontractors, demonstrated experience in the execuon of task orders exceeding $10,000,000, demonstrated ability to maintain a subcontractor/vendor work force to include Subject Mater Experts (SMEs) and corporate qualificaon(s) with the Internaonal Coaching Federaon accredited Level 2 to be able to accredit CCFC coaches"

Would the government elaborate on the need to

There will be a past performance requirement, at this me we have not decided if it will be pass or fail.

provide relevant past performance managing this large number of subcontractors? Will this be a pass-fail requirement?

8 PWS p. 23, 2.3.8, "Content";

p. 24, 2.3.8.1 "Content"

The requirement that all coaches be cerfied at the Professional Coach (PCC) level is very exclusive. Many proven and sought aer coaches are not PCC cerfied. Will the Government accept coaches with 5 or more years of successful coaching experience in lieu of cerficaon?

What is a "proven" coach?

The Department of the Air Force has adopted ICF cerficaon as the standard for our Execuve Coaching (to include C-Suite) as well as our internal coaching cadre. Market research indicates there are ample ICF cerficated coaches available, and the current contractor follows the ICF standards.

9 General N/A What was the previous acquision?

Competed amongst Small Business Set Aside for Service Disabled Veteran Owned Small Business

10 General N/A When will the slides be posted or sent?

Industry Day Slides were posted on SAM.gov under Noce ID:

AFSLDPFollow-OnFY24IndustryDay on 22 February 2024.

11 PWS p. 62, 7.1, "Key Personnel

Requirements"

On the Page 63 issues concerning qualificaons of key personnel... but where requirements about the vendor are also stated.... it appears that the PWS is requiring that the bidder have 30 or more part 1099 subcontractors?

The requirement is for the Offeror to show that they have experience to demonstrate the ability to manage a minimum of 30 subcontractors in the last three years.

12 General N/A Is there an incumbent? Yes, Flater Inc.

13 PWS p.33, 2.7, "Facilitators"

The contractor "shall interface primarily with the AF/A1DI, who serves as the Office of Primary responsibility (OPR) for ASLDPII…." On what tasks does the AF/A1DI lead? For example, does AF/A1DI choose Senior GO Mentors? Does AFA1DI run the course with support from the contractor?

Please be more specific about the contractor responsibilies.

The contractor is required to work with mulple senior leader management offices (e.g. AF/A1LG, SAF/MRL, AF/REG, and the AF NGB) in the establishment of venues, agendas, curriculum and the like but A1DI serves as the Contract Officer Representave and must approve all course venues and curriculum.

14 PWS p. 62, 7.1, "Key Personnel

Requirements"

Given the similarity to other senior leader (GS15+) training/coaching contracts, would the government consider those past performances similar enough to meet relevancy criteria?

Relevancy is determined based on similaries in scope, complexity, and magnitude.

15 General N/A Will the list of atendees be provided to everyone on this call?

The Government is unable to provide a comprehensive list of atendees at this me.

16 PWS p. 62, 7.1, "Key Personnel

Requirements"

For key personnel specificaons in the solicitaon when you do release it, will you consider not requiring submission of resumes with the proposal? You can specify the skills and credenals and then approve/disapprove resumes aer award.

The source selecon strategy has not been decided at this me, we will take note of your request.

17 General N/A Is this a Small Business Set- Aside?

This has not yet been determined.

18 General N/A If possible, please staff with FTEs on annual basis... and not paral FTE's with sporadic on-ramping and off-ramping.

No decisions have been made yet, but this comment will be taken into consideraon.

19 General N/A How can these requirements be sasfied as a team? Would the Government be recepve to a team approach of mulple companies?

The Government has a requirement and it is up to the Offeror to decide their arrangement; whether that is teaming, prime/sub, joint venture, etc.

20 PWS p. 62, 7.1, "Key Personnel

Requirements"

The need to be able to manage over 30 subcontractors - more informaon is requested pertaining to this. Would it be a team or a prime?“the contractor shall have past experience with senior execuve course performance within the last three years, demonstrated ability to manage more than 30 subcontractors"

The government will not dictate how the contractor will organize (team or a prime). The requirement is that the Offeror demonstrate the ability to manage over 30 subcontractors, how that is demonstrated is up to the Offeror.

21 PWS p. 62, 7.1, "Key Personnel

Requirements"

Need to maybe update PWS secon about the subcontractors with more info and to help make it more broad and less narrow restricve requirements.

Please send an email to Shannon Weston at shannon.weston.1@us.af.mil and Kendal Young-Waddell at kendal.young-waddell@us.af.mil further explaining the perceived restricons. Once received, I will review and post the answer to SAM.gov.

22 General N/A More informaon about the Space Force and how it fits into the contract is requested. Also, does the incumbent have special knowledge about the Space Force?

This is a Department of the Air Force (DAF) requirement so it will be providing service to both the Air Force and Space Force Senior Leaders. The incumbent is aware of all publically available knowledge about the Space Force and does not have any addional informaon. Space Force is part of the Air Force Total Force Concept and falls within the AFSLD Porolio.

23 PWS p. 62, 7.1, "Key Personnel

Requirements"

Does the 30 subcontractors imply a lot of 1099 employees are necessary? That is very difficult for small businesses because they oen are not able to on and off ramp those amounts of people.

The Air Force intends on reviewing and revising this secon of the PWS, due to the many quesons received.

24 PWS PWS Missing from PWS is strategic support for systemic management. Recommend Management Systems Engineering (MSE) approach.

The Department of the Air Force will not dictate what systemac management approach will be used and is more focused on demonstrated performance regardless of the approach.

25 PWS Task 2 Task 2 could be separated as a stand-alone set-aside task.

More detail needed to respond: How many members comprise the DAFSLWG? How many individual DAFSLWG offices exist? How many SL development panels exist?

Noted. The DAFSLWG consist of government membership (approximately 10-15 personnel) from the senior leader management offices from the acve duty, guard and reserves, and is chaired by AF/A1D.

The panels consist of FM/DT (2 per year), Officer 3 per year), Enlisted (3 per year), and Civilian (4 per year.

The contractor is required to provide administrave support (agendas, slide decks and meeng minutes) for each of these panels.

26 PWS PWS What’s the praccal difference between CORE and SUPPLEMENTAL among the subtasks? Coaching (Subtask 8) is separable and should be a stand-alone set-aside task; ICF cerficaon is unnecessary and will restrict compeon.

The DAFSLDP is broken down into core, supplemental and targeted course offerings. The Department of the Air Force has adopted ICF cerficaon as the standard for our Execuve Coaching (to include C- Suite) as well as our internal coaching cadre. Market research indicates there are ample ICF cerficated coaches available, and the current contractor follows the ICF standards.

27 PWS PWS PWS includes a long list of topical areas to be current on, without any integrang concept of interconnectedness or cricality. PWS should include a framework for understanding and acng on the acquision environment.

PWS should include definions for taxonomy

This is adequately explained in the PWS, specifically in Secon I and Secon II.

28 PWS PWS PWS does not describe how to establish an infrastructure responsible for CPI culture.

PWS lacks specificity.

The contractor will work with SAF/MG and A1DI on this requirement and the requirements as to how this will occur are specified in para 2.9. Task 9 – Air Force Connuous Process Improvement and Innovaon Execuve (CI2E) Course requirements starng on page 37.

29 PWS PWS On Task 10: Providing Emerging Requirements Flexibility: PWS is unclear when the contractor will perform as a training broker and logiscs manager, with training material and delivery provided by third party instuons (academia, industry, OGAs) and when the contractor will perform as training designer and deliverer in addion to logiscs.

Task 10 is specific to Execuve Diversity and Inclusion Training. The requirement for providing emerging requirement flexibility is embedded in para 2.3.7. Subtask 7 – Design, Maintain, Analyze, Update, and Deliver Senior Leader Development (SLD) Courses. This was an administrave oversight and correcons were made to the PWS.

30 PWS PWS Does only 2.6.2. SUBTASK 2 – (ASLDS) require helicopter pad consideraon? Reasoning: For planning purposes on other tasks, we wanted to verify this requirement to properly accommodate any dignitaries, VIP, or senior GO’s.

Yes, but this is subject to change as the PWS evolves.

31 PWS PWS Is the 2.3.8. SUBTASK 8 – PLAN, ORGANIZE, MANAGE, AND

FACILITATE THE DAF COACHING

PROGRAM currently ongoing?

Reasoning: To provide a seamless transion for the Project Leaders in the course, we would like to perform incumbent capture of the current ICF-cerfied coaches

Yes, the current contractor follows the ICF requirement and market research indicates there is more than a sufficient pool of ICF cerfied coaches to meet the need for this PWS.

and connue to build a large porolio of ICF-cerfied opons.

32 PWS PWS Can the government provide past expenditures per course or average for secon 2.6.5. or addional informaon related to SUBTASK 5 – SPECIALIZED

SENIOR LEADER TRAINING

OPPORTUNITIES? Reasoning:

Up to 60 course tuions will be paid and supported by the contractor, but the length of me and informaon about the courses is not sufficient in the PWS to price and plan accordingly.

Will update PWS to give more details about the 60 total training request, to include number esmated training request per year and esmated length of courses.

33 PWS PWS Government provides a set ODC amount in RFP that all bidders use. Reasoning: Costs for accommodaons, social events, and dinners, such as the formal dinner for 100, as required in secon 2.5.1, and retreat style experience in secon 2.6.2 can have a large variance between new offerors. Only the government and the incumbent know the current average costs associated.

The ODC requirement is for the purchase of soware and related supplies that are crical to perform the services in the PWS.

34 PWS PWS Government has ODC’s be billed as a cost-plus.

Reasoning: This allows the government to meet the dynamic requirements of the atendees of the DAFLDP. The RFP currently has the government approving all faculty locaons, so doing so in a cost-plus manner provides the most flexibility to the government.

The RFP has not been released. ODC costs are limited to $3,000 for the life of the contract and only cover reproducon, and shipping expenses associated with the execuon of this

PWS.

35 PWS PWS 2.0 Task 3 The contractor "shall provide administrave support to the Government for each course procured through the contract or by the Government to include course porolio;

logisc coordinaon; materials not included by the course provider; management of courses through Senior Leader Career Management System (SLCMS)...." In performing this funcon, does the contractor support an AF protocol and course management (Registrar) office? If so, please describe how the contractor augments the exisng AF office?

No, the contractor does not support an AF protocol and/or registrar office in performing this funcon. The contractor coordinates with AF Protocol when securing senior leaders for certain social events related to courses.

36 PWS PWS 2.2.2 The descripon of the number of assessments required is confusing. Item a. esmates 150-250 assessments annually.

Item b. states, "The contractor will deliver 500 assessments annually with the ability to increase in increments of 30."

Please clarify the total number of assessments expected each year.

The government will review and update the PWS to reduce confusion.

37 PWS PWS 2.3.8 The maximum number of parcipants in the DAF Coaching Program is 300.

Historically, how many "Parcipant Leaders" atend the DAF Coaching Program each year?

The average is 180 people trained per year.

38 PWS PWS 2.3.8 The requirement that all coaches be cerfied at the Professional Coach (PCC) level is very exclusive. Many proven and sought aer coaches are not PCC cerfied. Will the Government accept coaches with 5 or more years of successful coaching experience in lieu of cerficaon?

ICF is widely regarded as the leader in credibility for several reasons. It sets the gold standard for coaching excellence through its rigorous accreditaon process and code of ethics. Coaches who are cerfied by ICF have undergone extensive training, logged coaching hours, and passed rigorous assessments to demonstrate their proficiency. This cerficaon ensures the coaches adhere to the highest standard of coaching pracce, providing clients with assurance of quality and competence needed for this level of execuve leaders. Substuon of experience for cerficaon has not been decided at this me.

39 PWS PWS 2.3.8.1 The requirement supports a minimum of 72 DAF Parcipant Coaches per year organized into "cohorts." How many Parcipant Coaches are expected to comprise a cohort?

CCFC supports a joint cohort of 72 DAF parcipants, as well as other DoD parcipants on a slot available basis.

40 PWS PWS 2.7 The contractor "shall interface primarily with the AF/A1DI, who serves as the Office of Primary responsibility (OPR) for ASLDPII…." On what tasks does the AF/A1DI lead? For example, does AF/A1DI choose Senior GO Mentors? Does AFA1DI run the course with support from the contractor?

Please be more specific about the contractor responsibilies

AF/A1DI (or nominated SLMTs) provides policy, direcon and oversight working with contractor on the course content to include speakers and mentors. The contractor coordinates all logiscs.

41 PWS PWS 2.8.1.1 We request a workload esmate associated with this paragraph. The requirement is for tailored reports/informaon, seminars, one-one discussions, etc."

Please provide an annual average of the number and type of engagements and their duraon.

The government will review the PWS and make necessary updates.

42 PWS PWS 2.8.1.2 The analyses are required "3-4 mes per week." Are these delivered in writen or verbal format or both? Request the Government provide examples of analyses provided in the past.

The government will add this deliverable to the Secon IV of the

PWS

43 PWS PWS 2.8.1.3, 4,

and 5

Request more informaon on what is expected. Examples of typical products or deliverables will help define the requirement.

The government will consider providing example documents in the solicitaon.

44 PWS PWS 2.8.1.6 There are several proven vendors capable of fulfilling the requirement for a Knowledge Management Subscripon Service, including Gartner (gartner.com). What service is currently in use?

There is no preference.

Does the Government have a preference?

45 PWS PWS 2.8.2 The paragraph specifies "up to 8 workshops annually...." On average, how many parcipants are expected, and what is the duraon of each workshop? Should the workshop cover the various defense industry tools, such a Primavera, Open Plan, MS Project, … ?

The government will review the PWS and make necessary updates.

46 PWS PWS 2.10 The requirement frequency is "as needed." For planning purposes, please provide the esmated number of iteraons per year.

The government will review the PWS and make necessary updates.

47 PWS Turnkey Classes Several courses listed in the PWS are already offered by academic instuons or organizaons such as the Center for Creave Leadership and Alan L. Freed Associates.

What is the contractor's role in arranging for this training?

Coordinate demand signal with SLMTs, work directly with vendor on pre-course requirements and agenda development, provide audit and analysis, manage feedback survey, conduct post-course analysis, coordinate hotwash, etc. Also work all contractual detail.

48 PWS SL TAP The Senior Leader Transion Assistance Programs listed in the PWS are all supported by exisng infrastructure, programs, and resources. What is the contractor's role in arranging for this training?

Same requirements as all other custom designed courses.

49 PWS AF Senior Leader Porolio

The AF Senior Leader Development Program Porolio, Jan - June 2019, was published with the 2019 solicitaon. If this is sll relevant to our planning, will the Government make the most current version of the Porolio available?

The acquision strategy has not been decided; however, if a porolio is used it will be updated.

50 Atachment

General Please confirm that Offerors may modify Atachment 2 to be reflecve of Offeror's proposed price including subcontractors as permited by the Solicitaon.

Please fill out all atachments as provided in the solicitaon, addional informaon may be added.

51 N/A Pricing Is a rate buildup required for Subcontractors? If so, are the Subcontractors able to submit directly to the Government a

This will be further defined in the solicitaon.

sealed package with their rates?

52 N/A General Is there a historical labor mix (hours/Labor categories) available?

Not at this me.

53 N/A General Any interest in discussing pros and cons of a Nave American owned 8a direct award?

Market Research is sll being conducted.

54 N/A General Can Joint Ventures use past performance from each member or only for work completed by the JV?

This will be further defined in the solicitaon.

55 PWS 2.2.2, Subtask 3 The PWS in 2.2.2 SUBTASK 3 -

SUPPORT FOR COMPETENCY

ASSESSMENT calls out Hogan Development Survey and Leadership Circle Profile?

Would the government consider adding VIZEON as an acceptable tool? Would the government at least consider saying "or other viable assessment tools" as well as those menoned?

The government will review the PWS and make necessary updates.

56 N/A General Would the Government like a more detailed presentaon on VIZEON than what could be presented in 30 minutes?

No, thank you.

57 PWS Task 3 Are you able to influence the subject mater of the prime integrator's delivered course beyond a described in the PWS (e.g., Task 3: Subtasks 5, 6, &7)?

The PWS states what must be included but no limitaons.

58 PWS Task 4 Are you able to authorize directed subcontracng for any of the Task 3 subtasks?

Directed subcontracng is not authorized unless specifically addressed in the cooperave agreement project.

59 PWS Task 5 Task 3, Subtask 6 refers to the administraon of a personality assessment (Hogan Development Survey). Are you amenable to an alternave assessment tool (e.g., Hermann Brain Dominance Instrument (HBDI))?

Yes, those were provided as examples. The government will review the PWS and make necessary updates.

File details come from the government source that posted it. Updated .
