About this file
This document is a Questions and Answers (Q&A) file for a Horizon Reference System (HRS) contract opportunity. The government intends to compete the requirement and release a draft Request for Proposal (RFP) with sections L & M. Multiple technical questions were asked about the system's specifications, including gyroscope input interfaces, packet formats, interface requirements with existing controllers, light colors, testing methods, power restoration behavior, and surface coating requirements.
The government consistently responded that specific details will be addressed in the upcoming draft RFP and updated System Specification. Key technical areas that will be further defined include: gyroscope interface details, cybersecurity considerations, invalid packet rules, power verification methods, interior and exterior component painting requirements, EME testing limits, and system behavior upon power restoration. The document indicates that interested vendors should refer to the existing RFI System Specification and await the draft RFP for comprehensive technical requirements.

General Questions:
Question: Does the government intend on competing this requirement or selecting a single source?
Government Response: The Government intends on competing this requirement.
Question: If the government intends to compete this requirement, does the government intend on releasing a draft RFP?
Government Response: Yes, the Government intends to release a draft RFP with sections L & M.
Question: Can the government provide details on the current failure rate of the HRS system?
Government Response: Although the Government cannot provide the current failure rate, the System Specification provided with the RFI addresses the reliability requirements. Additionally, the draft RFP, when released, will include an updated System Specification that may provide additional information.
Question: When does the government anticipate releasing the RFP?
Government Response: Please see the Government Synopsis for anticipated release date.
Interface Questions:
Question: Gyroscope Input - What is the proposed Gyroscope interface for this requirement?
Government Response: The draft RFP, when released, will address the interface requirements in the updated System Specification.
Question: Gyroscope Input - If the proposed gyroscope interface is ethernet, would the customer be responsible for any cybersecurity considerations?
Government Response: The draft RFP, when released, will address the cybersecurity requirements in the updated System Specification and Performance Work Statement (PWS).
Question: Gyroscope Input - Is the packet in NMEA format?
Government Response: The System Specification provided with the RFI addresses the interface requirements. Additionally, the draft RFP, when released, will include an updated System Specification that may provide additional information.
Question: Could the government provide roll information for Gyroscope Input?
Government Response: The System Specification provided with the RFI addresses the interface requirements. Additionally, the draft RFP, when released, will include an updated System Specification
Question: Gyroscope Input - What is the update rate of the information?
Government Response: The System Specification provided with the RFI addresses the interface requirements. Additionally, the draft RFP, when released, will include an updated System Specification
Question: What is the proposed interface between the Existing Controller and the horizon reference bar?
Government Response: The Horizon Reference System will be required to interface with the existing ALS-CPS Control Panel. The draft RFP, when released, will provide the interface requirements in the updated System Specification and Performance Work Statement (PWS).
Question: What is the intended light color for the horizon reference bar?
Government Response: The System Specification provided with the RFI addresses the light color requirement. Additionally, the draft RFP, when released, will include an updated System Specification
3.2.1.1.2.a:
Question: Is a BIT on activation necessary with continuous monitoring of all faults?
Government Response: BIT is not required at activation if all detectable faults are reported via continuous monitoring.
3.2.1.2.1:
Question: Define "Higher Roll Angle"
Government Response: The draft RFP, when released, will define "higher roll angle" in the updated System Specification.
Question: Does "Lighted Reference Bar" include the length of the Datums?
Government Response: Yes, the "Lighted Reference Bar" includes the length of the datums.
3.2.1.6.3:
Question: Does one invalid packet cause this condition or repeated invalid packets?
Government Response: The draft RFP, when released, will define invalid packet rules in the updated System Specification.
3.2.3.1.1.1:
Question: Can you provide a specific list of required tests under 1399.300?
Government Response: The draft RFP, when released, will address the power verification methods in the updated System Specification.
