About this file
This file is an Industry Day presentation for the Portland VA Medical Center Building 100 Seismic Retrofit project hosted by the U.S. Army Corps of Engineers (USACE) Portland District on 12 May 2026. The presentation outlines the project background, current scope, available contracting methods, and requests industry feedback through a post-event questionnaire due 5 June 2026. The project involves structurally retrofitting Building 100 (acute care hospital) to meet Building Performance Objective - NEW (BPON) seismic standards, including foundation upgrades and replacement of impacted equipment (boilers, potentially chillers), installation of buckling-restrained braces (BRBs), construction of a concrete shear core with elevator, retrofit of column splices, and enabling work. Enabling work encompasses construction of an onsite parking garage with up to 450 net new spaces, relocation of clinical functions from Buildings 103/104 and the B100 Eye Department, establishment of onsite and offsite swing space, and potentially roof replacement and non-structural seismic retrofit work. The programmable budget is approximately $590 million for all project phases, design, construction, enabling work, and required government contingency.
The Government is evaluating three primary contracting methods: Design-Bid-Build (traditional sequential design and construction with separate contracts), Design-Build to Budget (following DBIA best practices with firm budget and draft RFP review by down-selected firms), and Integrated Design and Construction (IDaC, with construction contract award before design completion at a target and ceiling price). The survey requests industry feedback on preferred delivery methods, bonding capacity (largest severable portion anticipated up to $490 million), whether to use the existing SD-2 (35% design) as a starting point, and identification of major constructability challenges. The Government also seeks input on whether firms are interested in serving as Designer of Record and participation in follow-on engagement activities. Contact information is provided for Nicole Adams (Contracting Officer) and Jaren Bowman (Contract Specialist) at USACE Portland District.

Where we have been:
Completed concept design for seismic retrofit of multiple buildings, campus expansion, and site improvements; project broken up into phases.
Completed full design and DBB solicitation for Phase 1a: Seismic Retrofit and Expansion of existing parking garage B108; no interest; project not awarded.
Completed SD-2 (35%) design for DBB plans and specifications for Phase 1b: B100 structural seismic retrofit; project re-phased.
Completed RFP and DB solicitation for Phase 2: campus expansion including new Specialty Care Clinic and 750 stall parking garage; project not awarded.
VHA project cancellation memo removing all scope except for B100 Seismic Retrofit. Phases 1a and 2 will not be pursued in future efforts. Any remaining seismic work beyond B100 will be pursued as separate, new start projects in the future if desired by VA. B100 seismic retrofit will conclude the legacy Portland majors project.
BACKGROUND
SCOPE
Structural Retrofit of B100. Structurally retrofit B100 to Building Performance Objective – NEW (BPON) – the performance level used in planning and design of retrofit effort. Structural retrofit work includes the following (based on current design):
Foundation Upgrades & replacement of CUP equipment impacted by foundation work (boilers, possibly chillers).
Installation of BRBs.
Construction of a Concrete Shear Core with Elevator.
Retrofit of Column Splices.
Enabling work. Facilitate seismic retrofit & improve constructability to reduce risk & increase contractor interest:
Construct a new onsite parking garage with up to 450 net new spaces.
Opens space for contractor laydown, access to site for foundation and shear core work.
VA to establish up to 54K NUSF offsite impact lease (coordinated w/ PVAMC based on current design).
Relocate clinical functions from B103/B104 and B100 Eye Dept for project duration, provide short-term onsite swing space.
Reduces parking requirement for the duration of the project.
Establish onsite swing space within B100.
Establish onsite swing space in B103 and B104.
As budget allows;
Replacement of roof.
Non-structural seismic retrofit for equipment and infrastructure bracing/anchorage.
Non-structural seismic retrofit to replace existing equipment with seismic certified equipment.
Budget Goals
| Focus Area | Overview |
| Programmed Budget | $590M (approximately) available for the full project scope. |
| Budget Inclusions | This funding must encompass all applicable phases and work such as Design (included if DB), Construction, Enabling work, and required Government contingency. |
| Primary Objective | Optimize the budget to deliver the maximum possible scope, ensuring the highest value for Veterans and their care. |
| Industry Partnership | Establish a mutually trusting, two-way contractual relationship dedicated to a "Project First" mentality. |
| Risk & Delivery Strategy | The Government recognizes that risk allocation and the need to hold contingency will vary depending on the selected project delivery method. |
CONTRACT METHODS OVERVIEW
*Currently only approved for MILCON (not IIS or CW).
AVAILABLE CONTRACT METHODS
Traditional approach to construction. Design and construction are sequential and contracted for separately with 2 contracts and 2 contractors.
Design-Bid-Build
Design-Build to Budget DBIA Best Practices. Optimize the budget in terms of quality, scope, and durability with innovative betterments and enhancements within the budget. Best solutions & team.
IDaC DBB variation; award of construction contract occurs before design completion for contractor input during design phase.
Private sector: CM@Risk
DESIGN-BID-BUILD
OVERVIEW
Traditional USACE Delivery Method
Separate Designer and Constructor
Design is completed before construction solicitation issuance
RISKS
No “fast-tracking” Change orders/disputes Cost/schedule growth Design liability on USACE Misalignment on scope and budget
BENEFITS
Familiar delivery method USACE control over design Valuable for non-complex Lowest upfront cost
DESIGN-BUILD (TO BUDGET)
OVERVIEW
DBIA’s “Design Build Done Right” model
Solicitation is issued with firm budget
Draft RFP review by down-selected firms prior to phase 2 solicitation issuance
Offerors submit design concept during solicitation
BENEFITS
Early Collaboration Low cost/schedule growth Incentivizes pricing within budget Often requires reduced contingency Fast-tracking available Fosters use of construction contractor innovations, means, and methods
RISKS
Trust between Gov/Ktr teams paramount to success Performance specifications must capture all required work features Longer/more costly solicitation
INTEGRATED DESIGN AND CONSTRUCTION
(IDAC)
OVERVIEW
Separate Designer and Constructor Construction contract award is made before design is complete at a “Target & Ceiling Price” Construction contractor provides “Pre-Construction Services” during design Construction “Option CLIN” is exercised near or after design completion
BENEFITS
High USACE control on design while allowing for heavy collaboration Reduced risk of construction/ field change orders Scope alignment before construction Shared risk
RISKS
Non-traditional administration Ceiling price Initial Target Price can fluctuate up to Ceiling; not final until negotiated (FFP)
KEY POINT RECAP
Looking only at scope for B100 Seismic Retrofit and enabling work (i.e. onsite swing space and parking garage).
The VA will provide the offsite swing space lease.
Currently the Government only has three available delivery methods:
Design-Bid-Build Design-Build (including DBIA best practices) Integrated Design and Construction (IDaC)
Industry Feedback Requested Participation in follow-on questionnaires and other industry engagement activities offered by the Government.
Feedback on preferred delivery methods with merit that are available to the Government.
Feedback on whether to use the existing SD-2 design for the structural retrofit as a starting place for the design effort. Note that existing swing space planning is based on current design.
Draft Post Industry Day Survey Questions Bonding will be required for active construction activities; the largest severable portion anticipated being up to $490M. Please confirm your firm is able to bond to that level?
Given the scope of the project, what delivery method(s) have the most merit for this project?
If your firm were to bid this project, based on its current anticipated scope, what delivery method would you like it to be?
Is there a delivery method not listed above that would be ideal for this project? If so, please name and describe. This could be a delivery method not currently available for government use.
Should the Government use the existing SD-2 design, in whole or in part, as a starting point for the design effort? Note that current swing space planning and offsite lease strategy is based on the current design. What are the benefits and risks with starting from the existing SD-2 design?
Assuming the SD-2 design is used, in whole or in part, is there a delivery method that works better with this starting point?
If you recommend deviating from the SD-2 baseline design or pursuing a new design approach, how would you propose mitigating the subsequent impacts on the current swing space plan?
Based on your understanding of the current Portland Project scope, what is the most significant constructability challenge (or challenges), and how would you advise the Government to address it (or them) in the design phase?
Is your firm interested in being the Designer of Record (i.e. having the design liability) for this project? Please explain.
Is your firm interested in participating in follow-on questionnaires, one-on-one sessions, or other future industry engagement activities related to this project? If you answered yes, please provide the name, title, and email address of your firm's primary point of contact for future engagements.
Additional Feedback: Do you have any additional feedback, concerns, or recommendations for the Government to consider prior to finalizing the acquisition strategy for this effort?
