About this file
This document is an agenda and overview for an industry day event hosted by the U.S. Army Corps of Engineers (USACE) Transatlantic Middle East District (CETAM) on October 10, 2024. The purpose is to provide current and potential contractor partners an overview of CETAM's program opportunities in the U.S. Central Command (CENTCOM) area of responsibility.
The agenda covers CETAM's leadership and organizational structure, contracting approaches, engineering capabilities, and programmatic details for countries such as Kuwait, Saudi Arabia, Jordan, Bahrain, UAE, Qatar, and Israel. Key topics include innovative contracting methods, indefinite delivery contracts, upcoming design and construction opportunities, and operation and maintenance requirements. The event will include a contractor Q&A session in the afternoon. Contractors are invited to submit questions in advance. There is no cost to attend this virtual/in-person industry day event. Presentation materials will be provided prior to the event.

Multi-step advisory process (FAR 15.202) – Advise prospective offerors on whether they would be viable competitors for a particular acquisition
Delayed price proposals – Delaying price to start or continue evaluation process while responding to bidder inquiries that impact price
Bifurcated solicitation – Issuing the solicitation while design is being completed to start the evaluation process during design. Will withhold evaluation of price until the full design is complete.
INNOVATIVE METHODS OF PROCUREMENT
MULTI-STEP ADVISORY
PROCESS DELAYED PRICE PROPOSALS BIFURCATED SOLICITATION
When to use Pre-solicitation
To advise prospective offerors whether they would be viable competitors for a particular acquisition
After solicitation, during evaluation
When award is critical, and evaluation can’t be delayed
Pre-100% design complete
When award is critical, and evaluation of management team, past performance and non-design related proposal information is possible
Advantages Improved partnering with Industry
Increased pool of viable competitors
No impact to acquisition timeline
Maintained schedule
Better, more refined pricing from offerors
Maintained schedule
Ability to evaluate non-design
Disadvantages Process does not preclude non-viable competitors from submitting a proposal
May delay selection if evaluation concludes before date set for price proposal
Potential for disconnect between technical proposal and price
Potential for disconnect between technical proposal and price
COMPARISON OF INNOVATIVE PROCESSES
Potential offerors must:
– Maintain its SAM registration from proposal submission through life of contract
– Advise Contracting Officer if there are issues with SAM registration
Failing to maintain SAM registration may make the offeror unacceptable or ineligible for award
– If option is to be exercised and SAM registration is not up to date, may lose option work/time
REMINDERS ABOUT SYSTEM FOR AWARD MGMT
• For each task order to be awarded under a MATOC the KO will notify all A-E firms within the MATOC pool via a Task Order Requirement Notice (TORN).
• A Simplified TORN will be used when there is sufficient information in the existing SF330s on file to determine the most highly qualified firm. Supplemental information will NOT be requested, accepted, or evaluated for Simplified TORNs.
• A Request for Supplemental Information (RSI) TORN may be used when the available information within the existing SF330s on file is insufficient to determine the most highly qualified firm and firms must submit a response to be considered. The RSI TORN will NOT be routinely used. Typically, this will only be used for large, technically complicated projects.
• TORN Procedures will continue to be used for the existing SATOCs awarded in FY19.
• New MATOCs will not be competed against the FY 19 SATOCs or against other MATOCs.
TORN PROCEDURES WITH NEW CONTRACTS
• KOs will notify all A-E firms in a MATOC via Task Order Requirement Notice (TORN)
• Simplified TORN sufficient information available to determine the most highly qualified firm
Supplemental information will NOT be requested, accepted, or evaluated for Simplified TORNs
• Request for Supplemental Information (RSI) TORN insufficient information to determine the most highly qualified firm
ONLY for large, technically complicated, or otherwise atypical projects.
• TORN Procedure use will continue for the existing FY19 SATOCs
• New MATOCs will NOT compete against the FY19 SATOCs or against other MATOCs

One of Contractors biggest challenge
All contractors will most likely require a Host Nation Gate Pass and or a US Military gate pass
Both the US Military and Host Nation Countries will have their own distinct work ethic
USACE has no control over the US Military or Host Nation gate pass approval process.
− USACE office will assist as much as it can but ultimately falls on
Contractor to ensure they are following security protocol
Process could take up to 90 days to complete so planning ahead of time is imperative

CONSTRUCTION – BASE ACCESS
• ZERO TOLERANCE!
• CTIP Compliance plan (Your Plan) require the contractor to submit its CTIP compliance plan in its Notice to Proceed Submittal Package
• Quarterly inspections ( announced and unannounced)….INDICATORS!
• Interviews of employees…(Freedom)
• Visual inspections of working/living conditions
• DOCUMENTS: Identification/Passports/Medical Cards
• Wages
• Safety
• VIOLATIONS may result in…
• Removal of Contractor or Subcontractor Employee
• Require the Contractor to Terminate a Subcontract
• Suspend Contract Payments
• Terminate the Contract for Default or Cause
• Recommend Suspension or Debarment
