About this file
This file is an Industry Day Presentation for the Modified Central City and Dallas Floodway projects hosted by the U.S. Army Corps of Engineers Fort Worth District on July 9, 2025. The Modified Central City Project is a $2.4 billion flood protection initiative serving Fort Worth, involving an 8,400-foot bypass channel, three flood gates, one pump station, two dams, and multiple valley storage mitigation sites along the Clear Fork and West Fork of the Trinity River. The project aims to restore flood protection for 2,400 acres of established neighborhoods by realigning the river and adding closure gates.
The presentation outlines multiple upcoming contract opportunities across different project phases, with most solicitations being unrestricted and competitive. Key contract opportunities include the North Bypass Channel (Phase 1) valued between $100-250 million, South Bypass Channel Interior also in the $100-250 million range, and several smaller projects ranging from $1-100 million. The Dallas Floodway portion specifically highlights the Hampton 3 Pump Station as a major upcoming solicitation, anticipated to be advertised in FY26 Q3 with a contract magnitude between $100-150 million. The event serves to provide industry insight into project requirements, potential opportunities, and engagement strategies for potential contractors.

Central City Flood Control Project
What is the central city flood control project?
The Central City Flood Control Project is a proactive approach to flood control. The project addresses Fort Worth’s flood risks that are a result of explosive population growth with the city having tripled in size since the current levee system was constructed in the 1960s.
The Central City Flood Control Project has two main components:
• The rerouting of a section of the Trinity River due north of downtown (bypass channel).
• Modifying a large park on the east side of the city (Gateway Park) to better manage flood events in a manner that will also restore the area.
• Levee project of 1957 designed for 1960 population of 350,000
• Growth in Tarrant, Parker and Wise counties contributing to drainage problems
• Impervious developments contributing to drainage problems
• 2003: 86% of Fort Worth’s levees no longer adequate (USACE Central City Interim Feasibility Study)
• Fort Worth is now over 1,000,000 people! 11th Largest in U.S.

SUCCESSFUL OFFERORS TIPS
DO your homework. Review fact sheets and know your capabilities. Plan for long lead items/market conditions.
DO respond to Sources Sought opportunities during market research phase. Update SAM regularly.
DO sharpen your pencils – Incumbents are not automatically the winners. Searching for best value!
DO register with the SWF Small Business. Attend SWF Small Business Industry Day in the Spring.
DO read the RFP and ask questions. When in doubt, ask a RFI or bidder inquiry in DrChecks. In some cases, a call to the Contracting Officer is appropriate.
DO ask for a debrief – This could impact your CPARS going forward.
DON’T use blast email hoping to reach the right person.
DON’T overextend yourself. Do not take on work that you cannot do well or inexperienced. It could hurt you going forward in your CPARS.
DON’T play with the math – Do not plan to bid low and make it up using modifications.
DON’T be afraid to leverage your Contracting Officer or Alternate Contracting Officer.
SUCCESSFUL EXECUTION TIPS
Partnering for success: Familiarity and application of EP 34-1-1; Alignment of subs with project specifications, shared risk register, streamlined decision making in field office
Labor Compliance & Certified Payroll: Usage of approved electronic payroll software (EMARS, LCP Tracker);
Prime to Subs payment w/in 7 days of receipt from government; Redundant personnel to access/process payroll system
Buy American Act--Construction Materials: Only the Contracting Officer (not ACO) can approve a waiver/deviation. Notify the Government ASAP if something is non-compliant. (FAR 52.225-9)
Texas Pollutant Discharge Elimination System (TPDES) is required for this job. Needs to be submitted to the state. Application reviewed thru USACE Environmental.
Resident Management System (RMS) proficiency including but not limited to correspondence, Requests for Information, Submittals, Daily Reports, Deficiency Tracking, Insurance, and Payment Requests.

Project Labor Agreements (PLA)
Head of the Contracting Activity (HCA) has delegated authority to grant an exception from the requirements at FAR 22.503(b) which requires the use of PLAs on large-scale construction projects ($35M), signed 12 June 2025.
FAR allows agency discretion to grant an exception where market research indicates that competition would be hindered by lack of offerors or lack of competitive pricing.

What does this mean?
Contracting Officer issues Special Notice, PLA Survey, and or RFI, requesting industry feedback on the use of PLA for each specific project.
PLEASE RESPOND
Your response is our Market Research Justification
No guarantee, however, industry feedback MAY grant an exception to PLA in solicitation https://www.whitehouse.gov/wp-content/uploads/2025/02/M-25-29-Use-of-Project-Labor-Agreements-on-Federal-Construction-Projects-Amendments-to-OMB-Memorandum-M-24-06.pdf https://www.whitehouse.gov/wp-content/uploads/2025/02/M-25-29-Use-of-Project-Labor-Agreements-on-Federal-Construction-Projects-Amendments-to-OMB-Memorandum-M-24-06.pdf
AFAR Update ~ AS3
Army Federal Acquisition Regulation (AFAR) updated Dec 2024 Appendix – AA, ARMY SOURCE SELECTION SUPPLEMENT (AS3) https://www.acquisition.gov/afars/appendix-aa-table-contents
Three significant updates:
1. Past Performance
Allows Contracting Officer discretion to determine how far back past performance may go & should be used …
* Large & Complex Construction, may be appropriate to extend the time period considered for past performance to more than 6 years to obtain realistic examples.
2. SBA Certified
* Under SB Participation Factor: Proposals including HUBZone, VOSB, SDVOSB, and WOSB percentages must ensure those socio-economic category submissions are SBA Certified.
Impact may be that they are not counted towards SB Participation / SB Subcontracting Plan Goals.
3. Commitment Letter
If commitment letter is not signed by BOTH the prime and subcontractor the evaluation team is NOT to evaluate or consider the subcontractor's reference.
