1. INTRODUCTION

DLA Aviation is holding an Industry Day Solicitation Feedback Session to address questions from industry regarding the draft CCAD IPV Gen II Performance Work Statement (PWS), attached.

The Industry Day Solicitation Feedback Session will provide a general overview of the history of the CCAD IPV program, the current contract, the Government‘s expected requirement, the proposed acquisition strategy, the proposed performance metrics, and a forum for Industry comment and feedback. The results of this Industry Day will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process.

The Industry Day will be held at the Lotts Center at DLA Aviation (Defense Supply Center Richmond) located at 6090 Strathmore Rd, Richmond, Virginia 23297 on 9 and 10 September 2024. Day One will include Government-provided briefings, a review of the PWS and an opportunity to answer questions in an open environment. All answers provided to questions asked during the open session will be published on SAM.gov.

Day Two will be reserved for one-on-one discussions between the Government and potential Prime Contractors. The intent of these one-on-one sessions is to discuss the Government’s requirements, proposed strategy, and concerns that might be competition sensitive. Business Development Overview presentations are not desired and will not be entertained. These individual sessions will be limited to 45 minutes. Session times will be randomly assigned, and companies will be notified of their time slot via email prior to the Industry Day.

The government will not reimburse participants for any expenses associated with their participation in this Industry Day.

The results of Industry Day will be utilized to determine the Government’s acquisition strategy, and potential timeline. Any information provided by interested parties is strictly voluntary and will be treated as proprietary, protecting each company’s interests.

2. BACKGROUND

The scope of this contract covers supply chain management in direct support of consumable spare parts for Corpus Christi Army Depot. The consumable spare parts are Class IX repair parts, which are required for maintenance tasks of military weapon systems and equipment at the designated customer sites. The consumable spare parts will be normally stored at or near the point of use. These parts are often referred to as “bench-stock”, or “consumable items”. The level of effort and number of consumable spare parts supplied may vary due to increase or decrease of the customers’ requirements. The scope of this effort requires the Contractor to provide uninterrupted support despite changes in customer requirements for consumable spare parts, production line configurations, bin location changes or supply chain interruptions. The items supported under this effort can be National Stock Numbers (NSNs), Local Stock Numbers (LSNs), or General Services Administration (GSA) items. IPV is designed as a hybrid logistics support system in that the Contractor will employ both vendor and Government (Defense Logistics Agency (DLA), Army, GSA, etc.) sources of supply in the performance of logistics support. Additionally, this acquisition incorporates support of the balance of DLA worldwide demand (WWD) requirements for selected items where 40% or more of WWD originates from the CCAD. The IPV Contractor will be required to use best commercial practices, coupled with sourcing of supplies from designated sourcing channels to furnish cost efficient, integrated supply chain management of consumable spare parts required by customers in their maintenance, overhaul, and repair of various weapon systems and other military equipment, together with related supply chain management services and Management Information Systems (MIS). The broad range of supply chain management tasks for consumable spare parts required by this effort include planning, sourcing, procuring, storing, and controlling material and equipment so they are requested in advance, obtained at a reasonable cost and are available when needed.

The current CCAD IPV contract will expire in July 2026 and the Government intends to award a follow-on contract in November 2025 to ensure ample time for the new contractor to establish its supply chain by full contract implementation in August 2026. A Request for Information (RFI) was released in May 2024 via SAM.gov to gather market research information and to solicit industry feedback. This Industry Day is being held as another avenue to gain insight on industry capability and gather industry comments on the proposed effort.

The current CCAD IPV Contract covers 9,444 NIINs across an estimated 56 bench stock locations in approximately 18 buildings with roughly 20,331 bins.

3. OBJECTIVES

DLA Aviation has not yet finalized the acquisition strategy to provide logistics support for the CCAD IPV follow-on contract, including the competitive approach; solicitation, evaluation, and award methodology; contract vehicle; socio-economic considerations; scope or hardware/services; delivery schedule/period of performance; or rough order of magnitude/budget.

The CCAD IPV team intends to use information provided in responses received to the earlier RFI, Industry Day feedback, and other market research to refine the requirement, finalize the acquisition strategy and to evaluate alternatives that will deliver the best value solution to supporting the IPV needs of our Army customer.

4. REQUIRED CAPABILITIES/SPECIAL REQUIREMENTS

DLA Aviation is looking to identify companies with the capability to provide the following Army IPV support:

• The reduction of inventory investment by the respective customer(s), and DLA through the elimination of excess inventory and maintain only that inventory necessary to meet the contractual metric and carry out the mission of the customer.

• The ability to maintain a 99% Bin Fill Rate (BFR) for all active bins of supply covered by the stock replenishment provisions.

• The capability to take timely actions in response to the Customer(s)’ request for “spot buys” as set forth in this contract.

• The maintenance of an accurate, efficient, and unified Management Information System (MIS) that will integrate seamlessly with existing Government systems, to include Distribution Standard System, (DSS) and Warehouse Management System (WMS) and will be capable of modification to integrate seamlessly with new Government systems.

The Contractors’ MIS must provide real time supply data/status, allow all material to be tracked and traced, support inventory management, provide management data reports and process MILSTRIP transactions.

• An effective balance between sourcing from the Contractor’s supply chain, i.e. Vendor Sourced Inventory (VSI), and Government/DLA sourced inventory (DSI) to achieve maximum efficiency in supply support for both specific site customers and WWD while supporting the socio-economic goals of Congress, the Department of Defense (DoD), and

DLA.
