About this file

This is a Statement of Work (SOW) for the Indian Health Service (IHS) Enterprise Portfolio Management Tool (EPMT) replacement. The SOW details requirements for a cloud-based, FedRAMP-certified portfolio management software to replace the current on-premises Planview EPMT, supporting the IHS's Capital Planning and Investment Control (CPIC) program. The contract will span one base year (November 1, 2025 - October 31, 2026) with four optional one-year extension periods, focusing on providing licensing, technical implementation, and data migration support for a comprehensive portfolio management solution.

Key requirements include supporting 980 total software licenses across different access levels, implementing a tool that enables strategic planning, project management, resource allocation, and financial tracking for IHS's nationwide healthcare technology infrastructure. The solution must meet federal compliance standards, including Section 508 accessibility, security requirements, and support IHS's mission of serving 2.3 million American Indian and Alaska Native people. The EPMT will facilitate IT governance, budget planning, project lifecycle management, resource tracking, and provide advanced reporting capabilities like Earned Value Management and portfolio analytics.
