About this file
This document is a single source justification for the procurement of 75 Viking immersion suits by the National Oceanic and Atmospheric Administration. The suits will outfit aircrews of the agency's Aircraft Operations Center to provide protection from cold exposure in emergency water landings where temperatures are below 59 degrees Fahrenheit or surface temperatures are 32 degrees or below, as mandated by the center's safety policy. Market research found that while at least two vendors offer the suits, only Viking manufactures the specific model, the Viking YouSafe Tide Size 54 Universal, that best meets the diverse requirements of the agency's missions as determined by testing and the safety team's choice of an existing purchase. The contracting officer thus determined a single source procurement is reasonably necessary for inventory uniformity.
