Attachment 13 - IDIQ

PWS

C.1.4 Materiel and C.1.4.1 Information Technology (IT) Software and Equipment

These sections provide additional clarification on IT selections and a waiver process for IT selections outside AKO CHESS; and they also note adherence to NIST RMF and application of DISA STIGs to achieve/maintain ATO for enclaves. Question, will SCAP/SCAN tools like DISA ACAS, and software vulnerability tools like Fortify be provided as

GFE?

There is no way to determine this because it is determined by each individual task order.

Attachment 13 - IDIQ

PWS

C.1.13 Information Technology Infrastructure Library (ITIL)

This section states the latest ITIL certification may be required.

Noting that ITIL v4 was released Feb 2019, would ITIL v3 certifications still be applicable for ITSM?

As the paragraph states, "ITIL certifications will be identified in individual installation task orders.

Attachment 13 - IDIQ

PWS

C.2.4.6 Cybersecurity

Will Cybersecurity services also include support for TEMPEST (EMSEC) teams or be conducted by the local team?

If TEMPEST is required, it would be at the direction of the Government requiring activity, the contractor may be required to install, or have installed, required TEMPEST countermeasures for information processing equipment at Government work locations only. Installation of such countermeasures will only be accomplished after a technical TEMPEST countermeasures review by a Government (Army) certified TEMPEST technical authority (CTTA), has been completed.

Attachment 13 - IDIQ

C.2.4.6 Cybersecurity

Will Cybersecurity services also include support for monitoring, implementing, and reporting for USCYBERCOM OPORDs and JTF-GNO INFOCONs? Is there an expectation that Cybersecurity services will include real-time Defensive Cyber Operations (DCO) with tiered operational entities outside of normal enclave CND protections (i.e. Next Generation Firewalls (NGFW), Network Intrusion Detection Systems (NIDS), Security Information and Event Management (SIEM) technologies and operations)?

Requirements are unique to installation task orders and as such, we would need to refer to the installtation task order to define the requirements further.

Attachment 13 - IDIQ

PWS

Page 15, paragraph C.2.3.4

RE: The Contractor shall fabricate fiber optic, metallic or coaxial cables as requested on an LSR. Question: Same as Question 1. Same wording appears in two documents.

If referring to connectors to go on the ends of cables, please clarify the wording.

IDIQ PWS

C.1.5/Sample TO

PWS C1.6.1

C.1.5/C.1.6.1 IDIQ PWS C.1.5 states Phase in of 30 Days and Sample TO has Phase-in of 60 Days.

Please clarify The normal phase-in period is 30 days but for the Sample task order we made it 60 days.

In addition to.

Attach 13 PWS C.2.3.1 & C.2.4.4 How do the UC services in C.2.3.1 diifer from the VoIP services in C.2.4.4?

VoIP services do not necessarily integrate different platforms to include conferences example:

Jabber only allows a customer to make phone calls. Unified Communications integrates more capabilities with more platforms.

PWS Part 2, C.2.1 states:

The contractor shall maintain the systems identified within installation task orders at an operational availability of 99.9%.

Operational availability is based on a 24-hour-day, 7 days per week, 52 weeks per year, for all areas. For the purpose of this contract, this shall mean all circuits (voice, video, LAN and digital, or radio) in aggregate will be operational 99.9% of the time. A similar metric is also found in Attachment 3 – Fort Combat Sample Task Order PWS, Part 2, C.2.1 System Availability.

Question: While the Draft PWS and Sample Task specify a requirement for 99.9% operational availability, it makes no mention of what happens if the contractor fails to meet this metric. Would the Government explain what actions it would take (i.e., financial penalties) if the contractor falls short of the required percentage of Operational Availability?

If the operational avaliability failure was through no fault of the contractor such as a hurricane, third party damages, etc there were be no action taken against the contractor. This would be determined on a case by case bases.

This depends on the individual installation and information of this nature would be provided in the installation task order PWS. There is no overall warehousing of equipment or supplies for the IMCS

IV IDIQ.

PWS C.1.2.4 Will any level of CMMC be required at time of Award? Will Subcontractors require a level of CMMC or just the Prime?

Any CMMC requirement should be spelled out and when required at time of proposal submission or Award.

Any certifications submitted in a proposal response to the RFP should clearly show how the certification provides a technical benefit in meeting the Government’s requirements.

Attachment 2 - Fort

Sample Task Order Instructions and IMCS IV Draft Solicitation

Pg 1-3/3, all and Section L, Subfactor 4

There are several inconsistencies between the instructions provided in Attachment 2 and those provided in the solicitation, Section L. For example, the solicitation states a requirement to describe proposed labor categories and hours for all performance periods, that requirement is not stated in Attachment 2.

Attachment 2 states the list of Tools, Equipment and Vehicles is excluded from the page count limitations for this section of the proposal but that is not addressed in the solicitation.

Please clarify and make consistent across the two documents the instructions and limitations for the proposal in response to the Sample Task.

Updated documents will be provided at the release of the final RFP.

Attachment 2 - Fort Combat Kansas Sample Task Order Instructions and IMCS IV Draft Solicitation

Pg 2, paragraph d The referenced paragraph states:

"d. Offeror’s need not address the paragraphs found in the “Part 1 General” portion of the PWS as part of their Technical Proposal. " Paragraph C.1.6.1 Phase In describes the requirements for transition between incumbent and successor contractors. Section L of the solicitation states transition plans will be provided at the Task Order level, not at the IDIQ level.

The instructions provided in Attachment 2 seem to preclude the need for a transition plan in bidders' proposals in response to the Sample Task. Please confirm no transition plan is required in bidders' technical responses to the Sample Task.

Point of clarification Phase in approach is being evaluated at the IDIQ level as stated in Section M Subfactor 1 Management Approach. The phase in approach is not required at the Sample Task Order Subfactor as stated in Attachment 2 Sample Task Order Proposal Instructions "Part 1 General” portion of the PWS as part of their Technical Proposal."
