About this file

This is an Amended Request for Grant Proposal (RFP #ILH0018) issued by the Wisconsin Department of Workforce Development's Division of Employment and Training, seeking one or multiple contractors to provide customized short-term skills training to targeted populations. The RFP targets six population groups: ex-offenders, incarcerated individuals (planned release within 9 months), people with disabilities, veterans, young adults ages 18-24, and long-term public assistance recipients. Training must culminate in industry-recognized credentials in the high-demand industries of advanced manufacturing and/or information technology, with preference given to applicants demonstrating direct employer relationships that facilitate job placement. The RFP was issued on October 27, 2017, with questions due by November 3, 2017. Amendments and answers to questions were posted by November 17, 2017. Proposals must be sealed and submitted to Kurtis Bock at the Wisconsin Department of Workforce Development, 201 E. Washington Avenue, Madison, by 2:00 p.m. on December 8, 2017. Notification of intent to award is estimated for January 2, 2018, with contract awards and start date targeted for February 1, 2018. Training and certification must be completed by December 31, 2018, with final reports due June 30, 2019. The contract term runs through June 30, 2019. Proposers must submit proposals in sealed envelopes containing one original and five copies, or may submit electronically via email. No public opening is scheduled for this RFP.

The RFP is a cost reimbursement grant with approximately $1.5 million in total funding available. Proposals are scored on 1,000 points across nine evaluation categories: Organization Capabilities (70 points), Staff Qualifications (70 points), Proposer References (20 points), Letters of Commitment (140 points), Recruitment and Outreach Plan (70 points), Training Curriculum (200 points), Workforce Partnership (140 points), Employer Partnership (140 points), Reporting (50 points), and Cost Proposal (100 points). Administrative costs cannot exceed 10 percent of the grant award under WIOA guidelines. Proposers must demonstrate at least two years' experience providing similar services within the past five years and must provide current bond and liability insurance documentation. All services must be performed within Wisconsin in compliance with Wisconsin State Statute 16.705. Proposers must include four references (two from similar clients within the last two years) and at least three letters of commitment (two from employers and one from workforce development partners). All training participants must receive instruction in essential job readiness skills, and proposers must provide accurate reporting against WIOA Primary Indicators of Performance and financial tracking according to 2 CFR Part 200, Subpart E cost principles. 1.10 eSupplier Portal Registration

The State of Wisconsin’s purchasing information and vendor notification service has been changed from Vendornet to the eSupplier Portal (the State's electronic purchasing information system). This is available to all businesses and organizations that want to sell to the state. Anyone may access the Wisconsin eSupplier Portal on the Internet at https://esupplier.wi.gov to get information on state purchasing practices and policies, goods and services that the state buys, and tips on selling to the state. Vendors may use the same Web site address for inclusion on the bidders list for goods and services that the organization wants to sell to the state. Annually renewable registration guarantees the organization will receive an e-mail message each time a state agency, including any campus of the University of Wisconsin System, posts a request for bid or a request for proposal in their specified commodity/service area(s) with an estimated value over $50,000. It is recommended registrants provide an email address that is monitored centrally in the organization to ensure timely receipt of notifications. Organizations without Internet access may request paper copies in the mail. Increasingly, state agencies also are using eSupplier Portal to post simplified bids valued at $50,000 or less. Vendors also may receive e-mail notices of these simplified bid opportunities. If you have questions about eSupplier Portal, call the STAR Helpdesk at (844) 947-7827 or, via email STARSupport@wisconsin.gov.

1.11 Vendornet

DWD will be using Vendornet to communicate and post information concerning this RFP. The State of Wisconsin’s purchasing information and contractor notification service is available to all businesses and organizations that want to sell to the state. Anyone may access VendorNet on the Internet at http://Vendornet.state.wi.us to get information on state purchasing practices and policies, goods and services that the state buys, and tips on selling to the state. Contractors may use the same Web site address for inclusion on the bidders list for goods and services that the organization wants to sell to the state. A subscription with notification guarantees the organization will receive an e-mail message each time a state agency, including any campus of the University of Wisconsin System, posts a request for bid or a request for proposal in their designated commodity/service area(s) with an estimated value over $50,000. Organizations without Internet access receive paper copies in the mail. Increasingly, state agencies also are using VendorNet to post simplified bids valued at $50,000 or less. Contractors also may receive e-mail notices of these simplified bid opportunities.

3.2 Preliminary Evaluation

The proposals will be initially reviewed to determine if mandatory requirements are met. Failure to meet mandatory requirements shall result in the proposal being rejected. In the event that not all proposers meet one or more of the same mandatory requirements, DWD reserves the right to continue the evaluation of the proposals.

DWD will make every reasonable attempt to schedule each interview/presentation at a time and location that is agreeable to the proposer. Failure of a proposer to complete a scheduled interview/presentation may result in rejection of that proposer's proposal. DWD may conduct site visits of proposer and/or references’ facilities to clarify or confirm proposal information.

3.7 Final Evaluation

After notification of the intent to award is made, and under the supervision of DWD staff, copies of proposals may be available for public inspection from 8:00 a.m. to 4:00 p.m., at DWD Procurement, 4th floor, 201 E.
