About this file

This document contains a justification for a single source procurement. The Naval Undersea Warfare Center, Division Newport requires the exterior restoration of five HLF-1 series transducers owned by the organization. Hydroacoustics Incorporated will restore the transducers as government furnished property at a cost of $38,824.75 with completion in 70 days. As the sole manufacturer of the HLF-1 transducers, Hydroacoustics is the only qualified source that can properly disassemble, refurbish, and reassemble the devices without damaging their acoustic characteristics. Procuring new transducers from an alternative source would cost over $1.75 million and take approximately 270 days to complete due to additional testing and qualification of a new supplier. Therefore, a single source award to Hydroacoustics is the most practical option to meet the Navy's requirements.

III. SINGLE SOURCE / BRAND NAME SPECIFICATION

JUSTIFICATION

JUSTIFICATION:

The Naval Undersea Warfare Center, Division Newport, Code 1531 requires the exterior restoration of five (5) The HLF-1(series) transducers: HLF-1E Serial Numbers 22, 23, 29 and HLF-1D Serial Numbers: 16 and 1. The HLF-1(series) transducer is a critical component to the

NUWCDIVNPT AASP currently owns and is in procession of HLF-1D and HLF-1E transducers listed above. NUWCDIVNPT will ship transducers to Hydroacoustics Incorporated (HAI) as Government Furnished Property (GFP), and HAI will deliver the transducers back to NUWCDIVNPT upon completion of the exterior restoration.

To meet platform delivery and mission requirements it is necessary for the HLF-1D and HLF-1E transducers to receive an exterior restoration. Without the restoration, the transducer will fail to operate. NUWCDIVNPT is responsible for the acquisition, material support, and refurbishment of current and developing AASP shipboard installations. NUWCDIVNPT requires both production units and the services of a qualified service provider to refurbish and restore the HLF-1D and HLF- 1E transducers.

HAI is the sole manufacturer of the HLF-(1) series transducers. As the manufacturer, HAI is the only qualified source that has the proper tools and knowledge to disassemble and reassemble, and protect the transducer as it receives an exterior restoration. HAI has the knowledge of how to disassemble, sand blast, paint, and reassemble the transducer without damaging the acoustic characteristics.

As HAI is the only source capable of restoring these transducers, the alternative would be procuring new Transducers from an alternative source. These five transducers are valued at approximately $350,000.00 each, for a total of 1,750,000.00, and historically take roughly 270 days to fabricate. Additional expenses and schedule delays would result from testing and qualifying an alternative source of supply. As the restoration of the existing transducers is only expected to cost $38,824.75 and take 70 days to complete, a very small fraction of the cost/schedule of procuring new transducers from an alternative source of supply, procuring the restoration services from HAI is the only practical option to meet Navy requirements. Based on the above, it is not reasonable to conclude the potential savings from competition can offset the duplicative cost and schedule/mission impact associated with purchasing a new product.

Therefore, it is in the best interest of the Government to solicit this requirement on a sole source basis.

RESELLERS:

Resellers are not applicable to this procurement as confirmed by email from the OEM dated 24 August 2023 and uploaded into the contract file.

Requiring Department: Based on the above, I recommend this acquisition be conducted on a Single Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
