4. Authority Cited: ideration to an item peculiar to one manufacturer (e.g. a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer).
5. Reason for Authority Cited:
a. Most of the equipment requi CCR upgrade shall meet or exceed the specification provided in the PWS.
The first brand requirement is Cisco. From a procurement standpoint, the benefit of using this Cisco product is that the Army has an existing Cisco Joint Enterprise Level Agreement (JELA), which is aligned wit objectives and Federal Strategic Sourcing initiatives. JELAs provide established contractual agreements with set pricing and specific terms and conditions such as:
consolidated orders, deeply discounted pricing (due to expansive consolidation and bulk buying power), and committed funding. The benefits of JELAs is centralized governance, enhanced negotiation positions, improved operational efficiencies, standardized and reduced pricing, cost savings, transferability of licenses between Services/Agencies, sharing of best practices and lessons learned, and increased asset visibility. In addition, JELAs are intended to reduce duplication, improve industry engagement, streamline procurement, and provide affordable, value-added military capability to the warfighter at a reduced cost, in less time. From a technical standpoint, the video teleconferencing (VTC) devices interface with the Cisco infrastructure that is already in place. Cisco Call Manager (CCM) components are largely a system built on proprietary protocol for enhanced performances and features. Once you deviate from the proprietary part(s), you renounce the use of inherent Cisco features as well; more simply, you lose compatibility with the vendor's features. If you deviate from the current system compatibility, compatibility of the system will be lost. These devices are used routinely by general officers and any added delay in the replacement implementation of the replacement devices will impair their ability to meet their mission requirements.
The second brand name to be used in conjunction with the aforementioned Cisco brand devices is AMX, a brand name of devices that are currently incorporated into the current design for all of the VTC control systems that HRC supports. The AMX Control System consists of the control panel, controller and associated components. This consolidation of features within t
AMX
devices communicate with each other using a proprietary protocol called Internet
Control System Protocol (ICSP). Additionally, the current customer base is familiar with the interface of the AMX platform. Deviating from the device brand will cause significant delays due to a requirement to redesign the exchanges, it would require retraining of supporting network engineers, as well as the need to retrain the end-users on far less familiar devices. As with the Cisco devices, these devices are used routinely by general officers and any added delay in the replacement implementation of the replacement devices will impair their ability to meet their mission requirements.
b. The USAREC CG utilizes the CCR suite in his command headquarters to conduct briefings to senior leaders throughout the US Army regar Mission. The audio visual equipment is required to be mission capable at all times so is delivered crystal clear to any required meeting participants.
CCR is five years of age (or older) and is due a lifecycle replacement to guarantee reliability to fu The equipment is required to be upgraded due to the current technological advances in audio visual equipment. Additionally, IT specialists have deemed it appropriate for the end of lifecycle equipment to be replaced. The Senior IT leadership has also approved the replacement of the lifecycle audio visual equipment and the audio visual equipment
This requirement has been vetted by Senior IT Officers on the Capital Planning Investment Committee (CPIC) and the audio visual equipment has been approved for purchas visual equipment has been approved by the USAREC Chief Information Officer (G6).
c. Alternatives
1. There are no alternatives to the CISCO or AMX branded equipment. CISCO and AMX brand name audio visual equipment must be used to avoid losing compatibility of systems and uniformity, inherent to the peripheral equipment code. In addition, the ederal Strategic Sourcing initiatives that is associated with the current configurati Agreement (JELA).
2. If this request is not approved: The CG risk, if the current CCR audio visual equipment is not replaced. The commander will not be able to conduct briefings and meetings with senior leaders and mission partners if the antiquated CCR audio visual equipment needs perpetual repairs or simply stops functioning and is beyond repair. Failure to secure this contract for the replacement of the lifecycle audio visual equipment will adversely affect t and mission partners and could lead to complete mission failure.
6. Actions to Increase Competition: CHESS Program is the mandatory source for purchase of commercial IT services regardless of dollar value or appropriation per Department of the Army Memorandum, 1 December 2020, Subject: use of the Army
Computer Hardware Enterprise Software and Solutions (CHESS) Contract Vehicles to Purchase Commercial Information Technology (IT) Services. IT Approval System Waiver (ITAS) is not required due to not being a data center item. USAREC will continue to monitor the market for additional resources for opportunities of this nature.
7. Market Research: USAHRC reached out to four CHESS vendors, CDW-G, Iron Bow, Government Acquisitions Incorporated and ID Technologies on the ITES-3H platform for market research only quotes. Two vendors responded out of the four. The results of the market research revealed the required items are available from CHESS contract holders. Installation market research was conducted at the same time as the equipment market research with the results of two out of the four vendors responded.
8. Other Facts: This procurement is r provide briefings to Senior Leaders and mission partners as the current equipment is at the end of lifecycle. This procurement is critical to USAREC Command mission.
tory is not available. Previous CCR audio visual equipment purchase was made more than six years ago and contract history is not maintained for more than six years by USAHRC. The Capital Planning and Investment Control Steering Committee classified this as a new procurement.

11. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. This determination will be made using price analysis. As part of this basis certified cost or pricing data will not be required and the following exceptions apply (FAR 15.403-1(b)(3), a commercial item is being acquired; and FAR 15.403-1(b)(1), prices will be agreed upon are based on adequate price competition. The estimated cost of the contract action is less than the threshold for certified cost or pricing data.

12. Contracting Officer Certification/Approval: I certify that this justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing justification, I hereby approve the procurement of CCR audio visual equipment and installation services for USAREC using an exception to fair opportunity pursuant to the authority of FAR 16.505(a)(4) The estimated value of the contract is with a one year service agreement from date of acceptance. The approval is subject to availability of funds, and provided that the services or supplies herein described have otherwise been authorized for acquisition.
