About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT).
The procurement involves awarding a firm fixed price (FFP) purchase order to Cambridge Valley Machining for the procurement of MIM Module Mating Rail Fixtures in support of NUWCDIVNPT Code 34 Imaging In-Service Engineering Agent (ISEA) repairs. The requirement is for five (5) CM420D01 fixtures in the base year and six (6) additional units across two (2) option years. The estimated total value is redacted but uses fiscal year 2026 Other Procurement Navy (OPN) funding with additional funding allocated for option years. The government determined the requirement satisfies needs through 2028, at which point NUWCDIVNPT plans to initiate a new production order following completion of ongoing obsolescence redesign efforts.
The sole source justification under 41 U.S.C. 1901 is based on technical requirements and Cambridge Valley Machining's unique qualification as the original equipment manufacturer (OEM) representative for Modular Imaging Masts. The document details significant duplicative costs and 15+ week schedule impacts (comprising 2-week drawing package interpretation, 5-week CAM programming, 3-week work holding fixture development, 4-week First Article Inspection, and 1-week functionality testing) that would result from establishing an alternative source. A combined synopsis and solicitation notice was published on SAM.gov on August 6, 2026, inviting capability statements from responsible sources. The Contracting Officer determined the anticipated cost is fair and reasonable, and approved the procurement as Level Above Contracting Officer authority.

capability statement for consideration by the Government prior to contract award, it will be brought to the attention of the Competition Advocate.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NUWCDIVNPT has no plans at this time to compete in the future contracts for the types of services covered by this document.
NUWCDIVNPT is currently undertaking a redesign of these services. Upon completion of this redesign effort, NUWCDIVNPT will re-assess whether competition for future requirements is feasible, or if another potential source emerges in the interim.
