Using an alternative vendor would require First Article Testing and an additional 1,200 government engineering hours, resulting in at least a 3-month program delay and approximately $100,000 in additional labor costs. The government has a limited supply of the required raw materials, making it critical to minimize manufacturing errors that would require additional material purchases. Due to MSI's proven track record and the government's prior evaluation and approval of their processes, First Article Testing can be waived, further reducing lead time and costs.

III. SINGLE SOURCE JUSTIFICATION

JUSTIFICATION:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is the for Tomahawk Capsules and Peculiar Support Equipment (PSE). As part of this responsibility, the Logisitics and Fleet Support Branch, Code

, is tasked with supplying the Intermediate Maintenance Activities (IMA) with spare parts to replenish inventories.

There is a present need for the purchase of Capsule Loading Covers (CLCs), in accordance with drawing package JCM-17759 Cover, Capsule, Loading Assembly. The CLC is used to protect the TOMAHAWK Capsule Launching System (CLS) Capsule Closure Assembly during handling, shipping, and storage of the CLS All-Up-Round.

This effort requires advanced vacuum forming capabilities in order to form the polycarbonate dome to specifications. The Government currently has a limited amount of Government Furnished Material (GFM) that can be supplied to the contractor. As a result, it is critical the contractor does not make mistakes and require the purchase of these hard to acquire items such as the hemisphere and umbilical step polycarbonate. If mistakes are made during the manufacturing process, which would result in new materials to be purchased, the expected cost of procuring additional materials is approximately , with a lead time of

Using an alternative vendor would require First Article Testing and would result in an additional 1,200 Government engineering man hours, including technical support and evaluation, deviation requests and approvals, as well as correcting discrepancies. As such, the expected impact of using an alternative vendor would result in a minimum of of program delays as well as approximately in additional labor costs. This delay would result in Code 45 being unable to meet its commitment of keeping the fleet supplied with the necessary CLCs.

Furthermore, any delay would have a significantly negative impact on the on-loading and off-loading of the Tomahawk missile, as well as readiness of the Navy warfighter.

Mantec Services Incorporated (MSI) has successfully provided CLCs for the past thirteen (13) years. As such, not only does MSI have a very low rate of manufacturing errors, the Government has also already evaluated and approved MSI processes to allow for the waiver of First Article Testing. The MSI assembly and quality assurance plans are extremely well detailed with having been fine-tuned over the years with best approaches being documented for every detail of the assembly. This is critical since there are thirty-three (33) drawings which are required to be adhered to, and a single non-compliance issue could result in a rejection of the final product.

In addition, MSI currently owns the precision tooling required to produce the CLC, which minimizes the risk of procuring additional hard to find material. In order to meet the tight tolerance requirements of manufacturing the hemisphere, thermoforming equipment with custom tooling, custom drill fixture, surface plate to check for flatness, and custom compass sheet used for positioning aid, are necessary to be manufactured and/or precisely calibrated.

The impact of this customized tooling not being set up properly will result in damaged hemispheres.

There are no resellers available. MSI is the only source for this requirement.

Requiring Department: Based on the above, I recommend this acquisition be conducted on a Single Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
