1.0 Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number 70RSAT23Q00000040 is being issued as an Request for Quote (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, effective June 2, 2023. This announcement constitutes the only solicitation, quotes are being requested and will result in a firm fixed price Purchase Order (PO). This acquisition is for Desiccator Cabinets. This is a small business-sole source action following procedures in FAR 13.106-1 (b)(1)(i). The applicable NAICS code for this acquisition is 332312 and the size standard is 500 Emp. Firms must be registered in the System for Award Management (SAM) before an award can be made. To register with SAM, log on to https://www.sam.gov.
2.0 Government Evaluation:
The PO will be awarded to the sole source contractor pending that their quote; conforms to the terms and conditions of this combined synopsis/solicitation, is determined responsible IAW FAR Subpart 9.104-1 and fair and reasonable pricing is determined via FAR 13.106-3(a) (1-2).
3.0 Submission Instructions:
Include the following administrative information on your firms quote: UEI code, cage code, tax id number, company name, phone number, POC, signature of authorized representative and email address. Offerors' quotes shall be valid until 9/30/2023 and be acknowledged in the offerors' quote. If any of the information above is not provided on the quote submitted, your firm’s quote may be deemed as non-compliant. Open market pricing will not be accepted.
5.0 CLIN 0001:
Refer to the attached Statement of Work; section two (2).
6.0 Delivery:
The aforementioned items shall be delivered to the Transportation Security Laboratory within 90 days after the effective date of the Delivery Order award date to Atlantic City, NJ 08405. Further details of delivery will be provided upon award.
7.0 Submission Due Date:

As prescribed in 12.301(b)(4), insert the following clause:

(c) The Contractor shall comply with the FAR clauses in this paragraph (c), applicable to commercial services, that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial products and commercial services:
(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
