About this file
This is a Questions and Answers document addressing vendor inquiries related to Solicitation IHS-SS-26-1523556 for two temporary pharmacists at Quentin N Burdick Memorial Health Care Facility in Belcourt, North Dakota. The incumbent contractor is Prime Tri Providers, LLC. The base period of performance is three months total, including an initial recruitment phase, followed by four option periods. Offerors must assume full-time utilization at 40 hours per week per pharmacist, typically scheduled as five 8-hour days or four 10-hour days during holiday weeks, with payment only for hours worked on-site. The quoted unit pricing must be all-inclusive, encompassing travel, lodging, per diem, fringe benefits, and federal, state, and local taxes, with contractors expected to utilize competitive and reasonable rates.
The solicitation clarifies that technical factors (evaluation criteria 1-3) are combined and more important than price; however, price will be considered in the best value determination and may become the deciding factor if quotations are technically equal. The anticipated pharmacy workload is 1000-1200 prescriptions per day across the entire pharmacy operation. On-campus housing is not available; contractors typically stay at local hotels including the casino, Bilmar in Rolla, or the Cobblestone in Bottineau. The government confirmed flexibility regarding credentialing and onboarding timelines, noting that a base recruitment period is written into the solicitation. This is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS Code 621399 with a small business standard of $12.5 million.

75H70626Q00125 – Temporary Pharmacist Questions
Vendor Question: Is there a current incumbent contractor? If so, please provide the contract number.
Answer: Yes, Prime Tri Providers, LLC.
Vendor Question: Is on-campus housing available for the pharmacists? If not, where do providers typically stay, and are there nearby hotels available?
Answer: I don't believe we have any available on-site housing available, but including Lauren and Tiffany in case they know any differently. I believe the contractors usually stay at either the casino, Bilmar in Rolla, or the Cobblestone in Bottineau.
Vendor Question: Could the Government please clarify the correct Period of Performance, specifically whether the base period is five (5) months (April to September) or a shorter duration (approximately two months), as there appears to be a discrepancy in the solicitation?
Answer: The Government confirms that the base period of performance is three (3) months total, which includes the initial recruitment period and subsequent service performance. The recruitment line item is part of the overall base period and does not represent a separate base period. The base period is not five months. The four option periods will follow the base period as stated in the solicitation.
Vendor Question: The solicitation indicates that technical factors are more important than price; however, FAR 52.212-2 states that technical and past performance, when combined, are less important than price. Can the Government clarify the relative importance of evaluation factors for the award?
Answer: Technical factors (1-3), when combined, are more important that price. However, price will be considered in the overall best value determination and may become the deciding factor if quotations are determined to be technically equal.
Vendor Question: The solicitation states that quoted pricing must be all-inclusive. Can the Government confirm whether travel, lodging, and per diem must be included within the quoted unit rates, or if they may be proposed separately for evaluation purposes?
Answer: The quoted unit pricing must be all inclusive (to include but not be limited to travel, lodging, per diem, fringe benefits, federal, state and local taxes) plus all other costs pertinent to the performance of this contract. Utilize your most competitive and reasonable rates.
Vendor Question: What is the anticipated timeline for credentialing and onboarding of proposed pharmacists? Will the Government allow flexibility beyond two weeks from award if required to complete credentialing?
Answer: There is a base period for recruitment written into the solicitation, please see the attachment.
Vendor Question: Should offerors assume full-time utilization (40 hours per week per pharmacist) for pricing purposes across all periods of performance, or should pricing reflect variable hours based on workload?
Answer: Yes, 40 hrs per week per pharmacist. Typically will be five 8hr days, in the event of a holiday week, the contractor may elect to work four 10 hr days. Contractor will only be paid for hours onsite, will not be paid for days off (sick/holiday/excused absence).
Vendor Question: The PWS references approximately 1000–1200 prescriptions per day. Is this workload attributable to each pharmacist or across the entire pharmacy operation?
Answer: 1000-1200 prescriptions across the entire pharmacy operation Vendor Question: Are the scheduled hours for each pharmacist expected to be consistent (e.g., 40 hours per week), or will hours vary based on operational needs?
Answer: Scheduled hours will be consistent 40hr/week.
