About this file

This document is a Questions and Answers amendment to Solicitation RFQ #1528449 for Pandemic Preparedness Plan Evaluation Support. The file addresses five clarifications regarding proposal submission requirements and contract terms but does not specify detailed scope of work, pricing, or award timeline.

Regarding contractor eligibility and staffing, ISBEE prime contractors may subcontract work to non-IEE small businesses provided no more than 50 percent of total government payments go to subcontractors that are not similarly situated (i.e., independently qualifying as ISBEE or IEE). Key personnel positions, including Project Manager and Lead Evaluator/Senior Analyst, may be filled by subcontractor employees rather than requiring direct employment by the ISBEE prime contractor. For proposal formatting, resumes and past-performance references do not count toward the 15-page limit for Volume I, whereas staffing matrices do count toward this limit. Prospective offerors must submit solicitation questions by the deadline specified in the RFQ attachment posted on SAM.gov. The Government will provide the 2025 IHS Pandemic Preparedness Plan only after contract award, not during the quotation period.

Pandemic Preparedness Plan Evaluation Support

Solicitation RFQ #1528449 Amendment #1

Responses to Questions:

1. Question: May an eligible ISBEE prime contractor subcontract a portion of the work to a non-IEE small business, provided the prime contractor complies with the applicable requirement that at least 50 percent of personnel costs be expended for employees of the

IEE?

Answer: Pursuant to HHSAR 326.605-1, an ISBEE prime contractor may not pay more than 50 percent of the total amount paid by the Government to subcontractors that are not similarly situated. A similarly situated subcontractor is one that independently qualifies as an ISBEE or IEE.

2. Question: May the proposed Project Manager or Lead Evaluator/Senior Analyst be an employee or consultant of a subcontractor, or must these key personnel be employed directly by the ISBEE prime contractor?

Answer: An employee of a subcontractor may serve as key personnel.

3. Question: Do resumes, past-performance references, staffing matrices, and other supporting attachments count toward the 15-page limit for Volume I?

Answer: Resumes and past-performance references do not count toward the 15-page limit for Volume I. Staffing matrices count toward the 15-page limit.

4. Question: Is there a formal deadline for submitting solicitation questions?

Answer: Yes. Please refer to the RFQ attachment included in the SAM.gov posting.

5. Question: Will the Government provide the 2025 IHS Pandemic Preparedness Plan only after award, or may it be made available to offerors during the quotation period?

Answer: The Government will provide the 2025 IHS Pandemic Preparedness Plan only after award.
