Statement of Work Summary

This is a Statement of Work (SOW) for interim continuation of rental, subscription, maintenance, and support services for existing ScriptPro pharmacy automation equipment at three Indian Health Service (IHS) locations in New Mexico: Crownpoint Comprehensive Health Care Facility, Thoreau Health Station Pharmacy, and Pueblo Pintado Health Center Pharmacy. The services are required to maintain continuity of pharmacy automation operations during the transition period before a separate modernization acquisition is awarded, delivered, installed, validated, accepted, and fully transitioned. The contractor shall provide around-the-clock vendor technical support, troubleshooting of hardware and software issues, replacement or repair support for malfunctioning equipment, continued support for ScriptPro workflow functionality and RPMS-ScriptPro interface functionality, remote support through Government-approved access methods, and coordination with IHS pharmacy and IT staff. The SOW explicitly excludes new modernization equipment, Workflow Management Software 2.0, Storage and Retrieval System implementation, robot replacement, workstation and printer refreshes, server upgrades, Eyecon refresh, KVM changes, and deinstallation work—all of which are addressed under the separate modernization acquisition.

The interim action covers currently installed equipment quantities specified in Exhibit A across the three sites, including electronic signature devices, server components, datapoints, printers, platforms, and software. The base period and specific performance dates will be determined by the Contracting Officer, with an anticipated interim coverage period referenced as 08/01/2026–01/31/2027 or another period determined by contracting. The Government's estimated planning cost is $142,470.36 for a 12-month base-year period. ScriptPro USA Inc. is identified as the sole source contractor, as it is the only currently known responsible source capable of providing interim continuation support for the installed ScriptPro environment. A Federal Supply Schedule contract appears available for certain ScriptPro support items under FSS Contract No. 36F79719D0135 (SIN A-92; SIN A-200), though final treatment should be confirmed by the Contracting Officer. The SOW includes compliance requirements for Section 508 accessibility standards, media control procedures, and Government acceptance criteria based on vendor responsiveness, successful troubleshooting, system availability maintenance, and adherence to privacy and security requirements.

Complete dnd include this form in your request pockage il you are considerinE a mle source oward or o brond name requirement.

1. ls there a GSA/VA contract available for the requirement? lf so, provide the contract number. lf there is no contract available, indicate none available.

A Federal Supply Schedule contract appears to be available for certain Scriptpro support or product line items. current scriptPro quote materials reference FSS contract No. 36F79719D0135, SIN A-92;

slN 4-200 for assigned FSs PtN items. However, some rental or support line items may be open-market or otherwise treated as determined by Contracting. Final GSA/FSS, open_market, modification, or line-item treatment should be confirmed by the contracting officer based on the final continuation quote, final purchase order, and applicable ordering procedures.

Sole/S ingle Source: complete this section if the requirement is considered o sole source. completion of this form does not guorontee the requirement will be oworded as a sole source. All questions must be completed.

a) Explain why the intended contractor is the only responsible source who can provide the required supplies or services.

ScriptPro USA lnc. is the only currently known responsible source capable of providing interim continuation rental, subscription, maintenance, and support services for the currently installed ScriptPro pharmacy automation equipment at Crownpoint Comprehensive Health Care Facility, Thoreau Health Station Pharmacy, and Pueblo pintado Health Center pharmacy.

This continuation RFC is limited to support of the current installed ScriptPro environment. lt does not procure new modernization equipment, Workflow Management Software 2.0, SRS implementation, robot replacement, workstation refresh, printer refresh, server modernization, deinstallation, or other modernization activities unless expressly added by the final purchase order The current installed ScriptPro equipment is already deployed, vendor-supported, and tied to ScriptPro's proprietary platform and support structure.

Because the equipment is already installed and supported by ScriptPro, another vendor could not assume rental and support responsibility for these specific installed ScriptPro systems without replacing the platform, disrupting pharmacy operatlons, and converting the requirement into a separate modernization or replacement acquisition. ScriptPro is the OEM/provider and current support vendor for the existing ScriptPro environment and is the only currently known source able to continue rental, subscription, maintenance, and support for the currently installed equipment without operational disruPtion.

b) Discuss the unique capabilities, expertise, etc. that support the lack of competition/why no other type of supplies or services will satisfy agency requirements.

2, The Government's requirement is not to purchase a new pharmacy automation system. The requirement is to continue rental, subscription, maintenance, and support coverage for the already-installed ScriptPro equipment during the transition period before the separate modernization action is awarded, delivered, installed, validated, accepted, and transitioned.

No other type of supplies or services will satisfy the agency's immediate need because a replacement pharmacy automation system would not provide uninterrupted support for the currently installed ScriptPro equipment. A competitor may offer its own pharmacy automation platform, but such a solution would require a separate acquisition, implementation, configuration, training, validation, and transition effort. lt would not meet the immediate need to keep the existing ScriptPro environment supported during the modernization transition.

c) Explain factors/unique qualifications such as proprietary data or exclusive licensing rights, if applicable.

The requirement is tied to ScriptPro proprietary or vendor-controlled equipment, software, configuration, support structure, and rental/support obligations. ScriptPro controls the platform-specific support, maintenance, troubleshooting, replacement/repair support, software support, and applicable interface support for the installed ScriptPro environment.

The installed equipment includes ScriptPro-specific hardware, software, peripherals, interfaces, and support components. ScriptPro is uniquely qualified because it has the necessary proprietary knowledge, support infrastructure, parts access, system configuration knowledge, and authority to maintain the installed ScriptPro environment and continue the existing rentaland support structure.

Another vendor would not have the same authority or practical ability to provide ongoing rental, subscription, maintenance, and support coverage for Scriptpro-owned or Scriptpro-supported installed equipment without replacing the platform.

d) Explain the chronological events leading up to the requirement and explain why time constraints cannot permit even a limited competition. Establish that the action will cover only the minimum quantity or period of performance necessary; in most cases options are unacceptable when citing urgency.

crownpoint service unit currently operates scriptpro pharmacy automation equipment at crownpoint, Thoreau, and puebro pintado. The current scriptpro environment supports pharmacy automation workflows, prescription processing, raber generation, erectronic signature capture, medication filling, interface-supported workfrow, and rerated pharmacy operations.

ScriptPro has unique capability and expertise because it is the OEM/provider and current support vendor for the installed ScriptPro pharmacy automation environment at Crownpoint, Thoreau, and Pueblo Pintado. The current environment supports pharmacy automation workflows, prescription processing, label generation, electronic signature capture, medication filling, interface-supported workflow, and related pharmacy operations.

A separate ScriptPro modernization action is being pursued to address new and replacement equipment, including Workflow Management Software 2.0, SRS, robot replacement, workstation and printer refreshes, server modernization, deinstallation, and related implementation services.

However, the modernization action will not immediately replace the currently installed environment upon award. Delivery, scheduling, installation, validation, acceptance, deinstallation, co-terming, and support transition may take additional time.

The continuation RFC is therefore required to prevent a lapse in support for the current installed ScriptPro equipment during the modernization transition. ScriptPro previously proposed continuing or extending the current rent and support coverage for existing installed equipment to give both contracting teams time to get the new equipment/product acquisition awarded and in place, and then co-term the existing equipment rent and support to the new acquisition order more efficiently

The action covers only the currently installed ScriptPro equipment identified in the final awarded continuation quote and purchase order. The requiring activity's current planning estimate is

51'42,47o.36 fot a 12-month base-year continuation period, based on Exhibit A current installed equipment monthly rent and support totals. Contracting should determine whether the continuation period should be a full 12-month base year or a shorter period based on the modernization transition strategy.

Although the requirement is time-sensitive, the justification is not based solely on urgency. The primary basis is that ScriptPro is the only currently known source capable of continuing rental and support for the specific installed ScriptPro environment without replacing the platform or disrupting operations. Limited competition would not satis6/ the requirement because another vendor would likely propose a replacement system rather than continuation support for the existing installed ScriptPro equipment.

e) Describe impact of required delivery/performance date.

Award of the continuation action is needed before the current support coverage lapses to preserve uninterrupted pharmacy automation rental, subscription, maintenance, and support for the currently installed ScriptPro equipment at Crownpoint, Thoreau, and pueblo pintado.

lf the required performance date is not met, the Government risks a lapse in vendor support for the existing scriptPro environment during the period before modernization equipment is delivered, installed, validated, accepted, and transitioned. This could disrupt pharmacy automation workflows, delay troubleshooting or repair support, and increase operational risk while pharmacy staff continue using the existing equipment.

The continuation action is intended to maintain support coverage until the modernization action is implemented and the Government and Scriptpro complete transition, deinstallation, support termination, or co-terming steps directed by the final purchase order and Contracting Officer.

f) Describe the detrimental effects/serious in.iury to the mission of the requiring activity or to the government, financial or otherwise, that will result if this justification is not approved and the product or service cannot be provided by the intended sole source contractor. Failure to plan for expiring funds is not a valid reason for citing this exception.

lf this justification is not approved and ScriptPro cannot provide the interim continuation support, Crownpoint Service Unit risks losing vendor rental, subscription, maintenance, and support coverage for the currently installed ScriptPro pharmacy automation environment before the separate modernization action is implemented.

The detrimental effects may include disruption to prescription processing workflows, delayed troubleshooting and repair of supported equipment, reduced pharmacy automation reliability, increased manual workload, longer patient wait times, increased risk of medication workflow errors, reduced auditability, and reduced operational continuity across Crownpoint, Thoreau, and Pueblo

Pintado.

Another vendo/s services would not remedy these risks because another vendor would not be continuing support for the installed ScriptPro environment. A different vendor would likely require replacement of the platform, which would introduce additional cost, acquisition lead time, implementation work, training, validation, and transition risk. The immediate mission need is to keep the existing ScriptPro environment supported while the separate modernization action proceeds.

3. Brand Namez Complete this section if the requirement is must be procured from o specific brond.

Both questions must be completed.

a) Describe in detail why a particular brand name, product, or a feature of a product, peculiar to one manufacturer must be used. Also, describe in detail the existence of other than the "Name Brand" product and discuss why they cannot be used.

The ScriptPro brand/platform must be used because this continuation RFC is for rental, subscription, maintenance, and support of the currently installed ScriptPro pharmacy automation environment at

Crownpoint, Thoreau, and Pueblo Pintado.

The requirement is not to acquire a new system or to compare competing pharmacy automation platforms. lt is to continue support for the existing ScriptPro equipment already installed and in use

The currently installed environment includes ScriptPro-specific hardware, software, perlpherals, interfaces, support components, and rental/support obligations. The existing ScriptPro system supports prescription processing, label generation, electronic signature capture, medication filling, interface-supported workflow, and related pharmacy operations.

Other pharmacy automation brands exist. However, other brands cannot satisfy this continuation requirement because they would not provide rental, subscription, maintenance, and support coveraBe for the already-installed ScriptPro equipment. A non-ScriptPro system would represent a replacement or modernization acquisition, requiring separate procurement, implementation, validation, training, and transition. That would not meet the immediate need to continue support for the existing installed ScriptPro environment during the modernization transition.

Therefore, the ScriptPro brand/platform is required for this continuation RFC because the Government must maintain uninterrupted support for the current installed ScriptPro environment until the separate modernization action is implemented and transition steps are completed.

b) lf in connection with a follow-on contract for continued development or production of highly specialized equipment, detail the substantial duplication of cost or unacceptable delays.

This continuation RFC is a follow-on support action for an existing speclalized ScriptPro pharmacy automation environment. The current ScriptPro environment includes installed equipment, software, workflow configuration, interfaces, support arrangements, and ScriptPro rental/support components across three sites.

Use of another brand or vendor would create substantial duplication of cost and unacceptable delay because the Government would have to replace the existing ScriptPro environment rather than continue support for it. A replacement approach would require procurement of a new pharmacy automation platform, implementation planning, configuration, testing, validation, training, cutover support, and new maintenance/support arrangements.

Those steps would not satisfy the immediate need to continue support for the existing installed equipment. They would also create delay and operational risk during the transition period before the separate modernization action is complete.

Using ScriptPro avoids substantial duplication of cost and unacceptable delay by allowing the Government to continue support for the already-installed ScriptPro environment, preserve pharmacy automation continuity, and bridge the transition period until the separate modernization acquisition is delivered, installed, validated, accepted, and transitioned.
