The contract period of performance is six months from award date.
The scope includes hardware replacement of outdated Lenel controllers (20 Lenel X4420 units to replace existing 4420 models and 36 Lenel 1320-S3 units to replace existing 1320-S1 and 1320-S2 models), installation of 134 new HID Signo PIV readers with Card + PIN, Prox antenna, OSDP, and Bluetooth capabilities, and procurement of 134 Lenel PIV authentication licenses (LNL-SWG-AUTH-002) enabling 268 authenticating readers and direct Federal Bridge connectivity. The contractor must provide all cabling, conduit, junction boxes, and installation materials compliant with IHS Cabling Standards and Levington certification standards. All work must include configuration of hardware within the existing Lenel OnGuard system, migration of cardholder data and access permissions, comprehensive testing of PIV card authentication and certificate chain validation, and verification of all door points, request-to-exit devices, lock mechanisms, and alarm functions. The contractor must provide a minimum one-year warranty covering defects in workmanship and materials. Work is distributed across 15 facilities across North Dakota and South Dakota, with varying quantities of readers and controllers at each location detailed in a provided table.
