About this file
This is a Questions and Answers document addressing clarifications for IHS Solicitation Notice IHS1523368_IHS1523366_IHS1523371_IHS1523373_IHS1523376 regarding the procurement of five Certified Nurse Midwife (CNM) non-personal services at the Chinle Comprehensive Healthcare Facility in Chinle, Arizona. Key personnel qualification clarifications indicate that candidates lacking NRP and ALSO certifications at proposal submission may obtain them during post-award credentialing, though selected key personnel must provide NPDB reports and three reference letters during the credentialing process rather than at submission. Both CPARS reports and Past Performance Questionnaires are required for evaluation; CPARS alone will not substitute for PPQs. The incumbent contractors are identified under contract numbers 75H71025F80235 and 75H71024F80146.
Operational details for the Chinle facility include two permanent OB/GYN surgeons, approximately 260 deliveries performed annually, and an operating room equipped for cesarean sections. CNMs may work either 12-hour shifts (rotating am/pm with weekend coverage) or clinic schedules of nine hours with one-hour lunch breaks totaling 40 hours per week, with flexibility for week-on/week-off arrangements per the Performance Work Statement section 6.2. On-campus housing is available through a waitlist application process; nearby hotel options include Best Western, Holiday Inn, and Thunderbird Lodge. This is an Indian Small Business Economic Enterprise (ISBEE) set-aside procurement.
