Sources Sought: Home Based STD and Pregnancy Testing Supplies
Sources Sought Number: IHS-SS-24-1494999
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service.
This notice is intended strictly for market research to determine the availability of Indian Small
Businesses Economic Enterprise (ISBEE) or Indian Economic Enterprises (IEE). All responses are accepted for research whether ISBEE or not.
Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 541380 Testing Laboratories and Services. Other relevant NAICS codes will be considered based on responses received.
A. Background/Purpose Objectives:
In the United States, including across Native communities, clinic-based testing for STI/HIV infection is the norm. However, significant barriers to venue-based STI/HIV testing exist for racial/ethnic minorities, including AI/AN, and in particular rural populations. These barriers include inconvenience (time, location, transportation), confidentiality concerns, and fear of social stigmatization. Consequently, in a recent study conducted by the Johns Hopkins Center for American Indian Health (JHCAIH), only 28.7% of all participants had ever been tested for HIV, and among those tested, only 15.8% had been tested in the past year; this is despite this subgroup being a high priority for annual testing according to the Centers for Disease Control and Prevention (CDC). Research shows individual decisions around HIV screening behaviors are influenced by the attitudes and behaviors of household members. This may be especially true in Native communities where extended families live together and households are often intergenerational.
The contract aims to help End the HIV Epidemic (EHE) and other syndemics by developing and/or expanding a home-based testing model to AI/AN communities living in all 50 states across the US. Home-based testing should include HIV, viral hepatitis b and c, syphilis, chlamydia, gonorrhea, trichomoniasis, and pregnancy.
