About this file

This is a bid evaluation matrix for the City of Austin's Invitation for Quote (IFQ) solicitation for Public Music Performance Programming and Event Coordination Services (Solicitation No. IFQ 7400 HAW1006). The City of Austin seeks a qualified contractor to develop and coordinate live music performances at designated downtown properties associated with the former Green Water Treatment Plant redevelopment project. The contractor will be responsible for identifying and securing local musicians, scheduling performances, arranging equipment and production support, obtaining permits, and managing event logistics in collaboration with City staff and its development partner. The solicitation emphasizes small, eclectic, public-facing events rather than highly produced, resource-intensive events requiring street closures.

The evaluation criteria total 100 points and are structured as follows: Experience and Qualifications (25 points) requires demonstrating at least ten years of knowledge and experience in the Austin music industry with resumes for key personnel; Relevant Music Event and Performer Experience (30 points) requires three detailed examples of small public-facing events emphasizing performer coordination and event logistics; Performer Booking Experience and Local Music Network (15 points) requires documentation of work with at least five distinct musicians or musical acts within the last three years; and Program Administration, Event Planning and Budget Management (30 points) requires three sample musical performances with detailed budgets and adherence to minimum musician pay under City Resolution No. 20230720-123 ($200 per musician for 1-6 performers; $150 per musician for 7-9 performers; $1,500 total for 10 or more performers). The file specifies that funding is intended primarily to support performers and musicians, with administrative and production costs kept to minimum. Describe the nature and duration of that experience, roles performed, and experience working with Austin musicians, venues, producers, promoters, or other music-industry participants. Submit resumes/CVs for proposed key personnel. Evaluation will consider the depth and relevance of Austin music-industry experience and personnel qualifications.25
2Relevant Music Event & Performer Experience: Provide examples of musical events or performances planned, coordinated, or produced by the Offeror, emphasizing small, eclectic, public-facing events in Austin. Include three detailed examples demonstrating experience with performer coordination, event production, equipment, permitting, scheduling, and other event logistics. The City's Public Performance Program Interest Form may be consulted as an optional resource; its use is not mandatory.15

Evaluation will consider the completeness/reasonableness of sample budgets and the Offeror's capacity to administer timely, innovative, intimate events in a public setting.
