This is Addendum No. 1 to an Invitation for Price Quote (IFPQ) #06A3268 issued by the California Department of Transportation (Caltrans) Administration Division of Procurement and Contracts on April 15, 2026. The addendum provides minimum qualification updates for a general building repair project in Fresno County that includes minor roof repairs, removal and disposal services, lighting and ceiling tile replacement, window and HVAC unit upgrades, and interior and exterior painting services. The primary changes outlined in Addendum No. 1 establish that prime bidders must possess and maintain a valid Class B General Building Contractor license and Hazardous Substance Removal (HAZ) Certification from the California Contractors State License Board (CSLB) at time of bid submittal and throughout the agreement term. Subcontractors may hold alternative licenses including C-39 Roofing, C-10 Electrical, C-6 Cabinet and Millwork, C-33 Painting and Decorating, or C-20 HVAC licenses from CSLB. Additionally, prime bidders and subcontractors must possess Lead Removal Certificates from the California Department of Public Health, Hazardous Waste Transporter Registration from the Department of Toxic Substances Control, Hazardous Materials Transportation License from the California Highway Patrol, and Hazardous Materials Registration from the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration. Bidders must be certified small businesses, micro businesses, small businesses for public works, or disabled veteran business enterprises registered with the California Department of General Services, and must maintain current registration with the California Department of Industrial Relations.
