The following questions were raised with respect to subject IFIB/RFP. Responses are to provide clarification.
Question Response
1) Can you provide the Not To Exceed value for the IFB?
There is not a not to exceed value for this IFIB. Per the Notice of Intent, the original estimated budget for this requirement was approximately $560,000.00. Potential bidders are requested to price their proposal accordingly based on their best cost submission regardless of the budget we have set forth.
2) Can you confirm Section 6. Company Evaluation Criteria is the full IFB Evaluation criteria?
Yes, the Section 6 or Annex A is what you will be evaluated on for compliance and capability.
3) How is pricing scored under the pricing factors?
The bidder with the lowest pricing will receive full points (Usually 100 pts) for having the lowest price. The next lowest bidder will have a scale weighted in the difference between the lowest bidder multiplied by .40 (40% pricing evaluation).
From that value, the bidder will get a score that will be added to the bidder’s technical score to get a final total of points.
4) Please clarify the following “partial bidding” discrepancy within Part 1 Bidding Instructions:
o General, top of Page 3: Partial bidding on deliverables is not authorised.
o Partial Bidding and Teaming Arrangements, middle of Page 4:
Partial bidding is allowed.
