SOW BACKGROUND AND DEFINITIONS
1 CAPABILITY PACKAGE (CP)
The NATO Defence Planning Process (NDPP) is a framework within which national and
Alliance defence planning activities can be harmonised to meet agreed targets in an effective and efficient way. The NDPP is the overarching process that is utilised for capability development in NATO.
A capability is the existing ability to perform actions to achieve objectives and/or effects. A capability typically consists of a combination of aspects across the DOTMLPFI3 spectrum.
A Capability Package (CP) defines a capability requirement, the assets needed to fulfil the requirement and the resources needed to resolve any shortfalls in required assets. A CP has to identify a combination of national (military and civilian) and NATO funded capital investments, operation and maintenance (O&M) cost, manpower and other associated costs, which, together with military forces and other essential contributions, provides NATO with a specific common funded capability.
2 AIR C2 INFORMATION SERVICES (AIRC2IS)
The AirC2IS are realised through a CP with identifier 9C0107. The project is in implementation: Increment 1 is about to be finally accepted, increment 2 is about to start and an increment 3 is foreseen. The CP has been developed to provide operational functional area services, in this case for Air C2, which will deliver NATO commanders with the required capabilities for the appropriate command and control function and execution of their operational authorities and responsibilities. The AirC2IS are part of the joint Bi-SC AIS, the two strategic commands’ (Bi-SC, i.e. Allied Command Operations and Allied Command
Transformation, ACO and ACT) Automated Information Services (AIS).
3 AIR COMMAND AND CONTROL SYSTEM (ACCS)
The ACCS is realised through a CP with identifier 5A0109 including several addenda. The project is in implementation, currently with roll-out and validation in progress and verification on the horizon. The CP’s “executive” mission statement is to provide NATO Commanders with an air command and control system capability to conduct Air Command and Control (Air C2) missions within and outside NATO’s area of responsibility.
