CLARIFICATION SET NUMBER ONE

INSTALL NEW CENTRAL STANDBY GENERATOR
FCI EL RENO, OKLAHOMA
LISTED BELOW ARE QUESTIONS THAT WERE SUBMITTED. ANSWERS ARE PROVIDED IN BOLD
1. There are no details or specifications for the manholes. Are these provided by the contractor? If so, are there any size or quality requirements for these? Please provide a manhole detail for pricing and installation.
New manholes shown on the drawings are provided by the contractor. Amend drawing sheet P1–E302 to include attached manhole Detail R1. See Amendment #2
2. There are not details as to how manhole 1 ties into the OG&E north feed. How is the existing feed tied in now? Please provide detail and scope requirements for this tie in so incorrect assumptions aren’t made.
The existing OG&E north feed routes through a 34.5 kV-12.4 kV pad-mount transformer, then a meter and pad-mounted junction box, and then to Switches #1 and #2. The design requires the contractor to install a manhole adjacent to this equipment to accommodate the cable splices necessary to tie the new generator building’s loop feed into Switches #1 and #2. All work related to this tie-in shall be coordinated with OG&E. Amend sheet P1-E303 as per attached Diagram R1. See Amendment #2
3. There are no details as to how the new pull boxes tie into the site lighting. It appears from the drawing we are to splice into the feed at the location shown. What additional work is required to remove this feed from OG&E connection?
Correct. In both cases, perimeter lighting and recreational track lighting, a new feed from the generator building is spliced in via a new pull box. The existing OG&E feeds are located as shown on drawings P1-E100A and P1-E100P. The disconnection procedure for the existing feeds shall be determined via coordination with OG&E. Clarification
4. On sheet P1-E303 the 15kv loop one-line shows new bold lines connecting to existing dashed lines to loop switches one and two. Also, sheet P1-E101 has note that one 5” PVC conduit comes from loop switches one and two. Please explain this connection. Are we to splice a feed from the new switchgear to switches one and two in a manhole? Or are we to extend a conduit from manhole #1 to one of the switches? Please explain how we tie into loop.
As mentioned in the answer above, a meter/junction box exists between the 34.5 kV-
12.4 kV transformer and Switches #1 and #2. The design requires Manhole #1 to be utilized to accommodate the cable splices necessary to tie the new generator building’s loop feed into Switches #1 and #2. All work shall be coordinated with OG&E. Amend sheet P1-E303 as per attached Diagram R1. See Amendment #2
5. E101 shows future switchgear sections, but “front elevation” on E301 shows that the sections are future projects, please clarify whether sections should be provided in Phase I.
Switchgear sections outlined with dashes and noted as “Future Switchgear” on sheet P1-E101 are not included in the Phase I contract. Clarification
6. On sheet E301, One Line indicates 3 distribution breaker, elevation show 4 distribution breakers, Please clarify which is correct
Sheet P1-E301 shows a total of four distribution breakers in addition to the generator breaker. Additionally, sheet P1-E302 provides further clarity via an electrical distribution diagram. Clarification
7. On sheet E301, One Line does not have a tie breaker, elevation drawing shows a T1 tie breaker, Please clarify if Tie breaker is required?
The design does not require a tie breaker. Refer to sheet P1-E303 indicating normally open switches, Switch #4 and #9, that break the northern and eastern feed sources. Clarification
8. On sheet E301, One Line shows a Generator breaker G1, elevation drawing does not show a generator beaker. Please clarify if we have to provide generator 1 breaker or space only.
Phase I requires the provision of a generator switch section with breaker. Again, refer to sheet P1-E302. Clarification
9. On sheet E301, one elevation drawing shows GE SR protective relays, specifications calls for Schweitzer SEL protective relays, which make protective relays to be provided.
Protective relays provided under this contract shall agree with the specifications for such equipment in specification Section 26 10 00. Clarification
10. On sheet E302, the MSB distribution diagram shows a physical breaker for generator.
Please clarify if we have to provide generator 1 breaker or space only. Phase I requires the provision of a generator switch section with breaker. Clarification
11. Spec Section 083463 where are the detention doors in this section to be installed?
Amend the door schedule on sheet P1-A08-01 as follows: Doors 100.3, 100.4, 100.5, 100.6, 101.1, and 101.2 shall be HMMA 863 compliant detention grade doors with paracentric prison lock and 12 gauge door and 10 gauge frame.
Additionally, amend specification Section 08 34 63 to remove all verbiage indicating government furnishing of doors and hardware. All doors and hardware shall be furnished and installed by the contractor. See Amendment #2
12. Spec Section 096513 Where is the base specified in this section to be installed?
Amend the contract specifications to delete specification Section 09 65 13 in its entirety. See Amendment #2
13. Is the Interior exposed Structural Steel and Metal Deck to be painted other than a shop prime coat?
Concealed metal deck shall receive both a prime coat and polyester wash coat, both shop applied. Exposed structural steel and metal deck shall be field painted in accordance with specification Section 09 91 23, Part 3.6 (D). Clarification
